- The Department of Veterans Affairs, SAO East Program Office, Denver, Colorado, intends to award a sole source commercial purchase order in accordance with FAR Part 12 & 13. This notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-58, effective May 18, 2012. The North America Industry Classification System Code [NAICS] is 517110 - Wired Telecommunications Carriers and the size standard is 1500 Employees. The government has determined that AT&T is the only source that can satisfy this agency requirement. The requirement is for a 250mg Optical Ethernet (OPT E) Metropolitan Area Network (MAN) from AT&T. The proposed action will provide voice and data connectivity between the geographically separated HRC Office of Information & Technology's Data center located at 3401 SW 21st Street, Building 9, Topeka Kansas and the new swing space location, which is located at the Home Concept Building (present name) at 1131 SW Winding Road, Topeka, Kansas 66614. AT&T currently provides the existing OPT E MAN infrastructure for the main location at the HRC. One (1) base year with one (1) option year is being requested. Expedited install is requested and needs to be in place by Aug 15, 2012. All responsible sources may submit a response, which if timely received, will be considered by The Department of Veterans Affairs, SAO East Program Office, Denver, Colorado. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. Any company who feels they can provide these services and meet the needs of the Government must submit their technical data (2 pages or less) to support their claim. The information must explain the company's ability to overcome any propriety information. The Government does not intend to pay for any information provided under this synopsis.
