Description
The US Army Contracting Command, Aberdeen Proving Ground - Belvoir Division intends to issue a Cost-Plus-Fixed Fee (CPFF) modification to Contract Number W909MY-09-C-0068 on a sole source basis. The proposed contract modification will further the development of technological approaches under the Far Target Location Improvement Program (FTLIP) effort. The proposed additional work will allow for fabrication of multiple iterations of the Micro-Electro-Mechanical Systems (MEMS) Disk Resonating Gyroscope (DRS) to optimize performance, collection of metrics on a statistically significant number of gyroscopes (fabrication of 4 to 6 more wafers or approximately 240 to 360 individual DRG) to verify and validate the fabrication process, refinement of the wafer scale packaging techniques necessary for final production, and will reduce future manufacturing risks enabling rapid transition for fieldable systems for the Warfighter. This effort shall focus on the study, design, fabrication, test, and demonstration of two (2) technology demonstrators that employ the MEMS vibratory gyros. The resulting technology demonstrators shall be demonstrated in a field relevant environment to determine their suitability in terms of performance, size, weight, power, and cost for further integration into Far Target Location programs. The proposed source for this action is Toyon Research Corporation (Toyon), 6800 Cortona Dr., Goleta, CA 93117. The authority Cited is 10 U.S.C. 2304 (c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2) entitled - Only one responsible source and no other supplies or services will satisfy agency requirements. This requirement will be funded with Research Development Test & Evaluation (RDT&E) funds. This requirement is subject to availability of funds. Firms that can meet the subject requirement are encouraged to identify themselves. All responsible sources may submit a proposal, which will be considered. All responses must be submitted via e-mail to: Karen Travis, Contract Specialist, at karen.e.travis4.civ@mail.mil no later than 12:00 PM EST on 27 August 2012. TELEPHONE INQUIRIES AND/OR RESPONSES WILL NOT BE ACCEPTED.
