- DESCRIPITION This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial items, and with format in Subpart 12.6. As supplemented with additional information include in the notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is P12PS15852, and is being used as a request for quote (RFQ). This is a small business set aside, NAICS Code 333112 applies. The following FAR clauses and provisions apply to this solicitation which can be accessed at www.farsite.hill.af.mil, and are incorporated herein by reference: A firm fixed-price type contract is anticipated to be awarded within 30 days of receiving offers. Interested parties will need to submit all quotes through FEDBID. You can log in and register at http://www.fedbid.com, no quotes or offers other than those submitted through FEDBID will be accepted. PURPOSE Purchase Lawn tractor mower with 2 wheel drive and trade in of old model. MINIMUM SPECIFICATIONS Engine Power:24 hip (17.9 kW)* Transmission:2 wheel drive Chasis:Fully Welded Steering:Power Minimum:54 inch steel center mount mower deck with hydraulic lift. 5 gallon capacity fuel tank Must be capable of mowing turf grasses of varying densities on level to moderate sloping ground. Unit is required to have heavy equipment (heavy brush mower), towing capabilities and ability to safely maneuver around large number and sizes of trees and sensitive cultural resources without causing damage to same. SOLICITATION CLAUSES FAR 52.204-07 CENTRAL CONTRACTOR REGISTRATION APRIL 2008 FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; A. Offerors will be required to submit the following for each evaluation factor: 1. Technical - Offer shall provide a brief synopsis about the product feature (design and specification sheet) of the microbial tea maker and the process that will take place when using the microbial tea maker to produce microbial tea. Information should be short and concise, but provide the Government with enough detail to determine if the offeror meets the Government's technical criteria. 2. Past Performance - Offer shall provide at least one example of a previously completed project/contract that utilizes the same microbial tea maker to provide like results as requested in the Description of Supplies as well as the point of contact for the project or contract. 3. Price -Offerors shall provide a quote IAW the Description of Supplies. Provide a per line item break out of prices for (1) tea maker unit its self, (2) compost, (3) nutrient mix, and (4) Shipping to Fort Scott National Historic Site, Old Fort Boulevard, Fort Scott Kansas 66701-1471. FAR 52.212-2, Evaluations-Commercial Items; Award will be made using Simplified Acquisition Procedures, therefore the evaluation procedures at FAR 13.106-2 will be used. A firm-fixed price award will be made to the responsible offeror submitting the quote that provides the best value to the Government. Best value will be determined by using the trade-off process. In determining best value, the following factors will be considered: (1) technical (2) past performance and (3) price. The factors are listed in descending order of importance. When combined, the technical evaluation factor and past performance factor are significantly more important than price. Offers that provide use stainless steel tubing throughout the unit, and are compact enough to fit in a standard pick-up truck and are air driven by utilizing some sort of positive displacement pump to propagate microbes will be given greater consideration on the technical portion of their offer. Also offers that can provide expedited shipping (7 to 14 days of award of contract) will get greater consideration as well.
