Allgood, Procurement Support Specialist, Phone 228-813-6468, Fax 228-813-6493, Email venecia.e.allgood@nas.gov The NASA Shared Services Center (NSSC) has a requirement for Resumix software support and maintenance services to include bug fixes and regularly scheduled software patches. Period of performance is one year base period with two additional one year option periods. The NSSC intends to purchase these services on a sole source basis from Serene Corporation. Pursuant to FAR 13.106, the acquisition of these services has been determined to be reasonably available from only one source. Competition is impractical for the following reasons: The Serene Corporation obtained an exclusive licensing agreement for Resumix Software Support source code from Yahoo! Corporation. Therefore; the Serene Corporation is the only vendor that has the ability to provide software enhancements, along with regularly scheduled service packs, hot fixes and bug patches, to resolve Resumix software issues. Serene will perform system review/checks and maintenance to ensure proper system operation, provide system support, current licensing, trouble shoot and resolve application/operation issues and support for account maintenance. They will assist in analyzing the defects and enhancements for the purpose of resolving issues and errors encountered with the systems current operation and performance. NASA requires the maintenance and support of the current Resumix software system in place in support of Human Resources pre-employment efforts at 11 (eleven) NASA centers. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 10:00 A.M. local time on July 27, 2012. Organizations submitting capabilities and qualifications must contain adequate detail and supporting documentation in their submittal. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. Serene Corporations quote is due in writing to the identified point of contact not later than 10:00 A.M. local time on July 27, 2012. NASA Clause 1852.215-84, Ombudsman, is applicable.
