- Registration Instructions Registration Invitation The USPS is soliciting proposals for a phased construction project at the Grand Central Station, 450 Lexington Avenue, New York County, New York, NY. Work includes, but is not limited to, providing all material, labor, and equipment necessary for consolidation of postal operations including selective demolition, carpentry, electrical, mechanical, lighting, and finishes. Estimated cost of the work is between $2.5 million to $3.5 million with construction completion no later than two hundred and forty (240) days after the Notice to Proceed. The Scope of Work for this project includes, but is not limited to, the following: Construction of elevator lobbies on the 2nd and 3rd floors which will include access control into postal spaces on the 1st, 2nd and 3rd floors and all other work required for a complete installation as indicated in the Contract Documents. There will be a pre-proposal meeting for this project held on Wednesday, July 25, 2012 at 10:00 a.m., Grand Central Station, 450 Lexington Avenue, New York County, New York, NY. Attendance is not mandatory but is strongly recommended. On-site visits may be arranged by contacting Louis Sanchez, USPS Project Manager, at (914) 697-7073. As part of the evaluation process, all offerors MUST SUBMIT a COMPANY HEALTH & SAFETY PLAN. Prior to award, the successful contractor will be required to submit a PROJECT SPECIFIC SAFETY PLAN acceptable to the USPS Contracting Officer. NOTE: The attached USPS Northeast Area Environmental Health and Safety Guide Checklist must be reviewed, completed, and signed by both the USPS Facility Manager and a representative of the successful contractor before work can begin. Since construction time will exceed sixty (60) days, contractor is bound by USPS Contractor's Screening Requirements. In accordance with USPS contracting requirements, awards exceeding $500,000 require successful contractors to submit a Small, Minority & Woman-Owned Business (SMWOB) Subcontracting Plan before a Notice to Proceed (NTP) is issued and a quarterly web-based SMWOB report after issuance of NTP. MINIMUM REQUIREMENTS: Minimum Years in Business: Company must show proof they have been in the construction business under the company's present organization for a minimum of five (5) consecutive years. Prior Experience: Contractor must provide two examples of being the prime contractor of similar type projects with a dollar range of $1M to $4M, in the New York Metro area. Bonding: Contractor must have the ability to obtain 100 percent performance and payment bonds for this project. HOW TO PARTICIPATE IN THE OPPORTUNITY All proposals must be submitted in USPS eSourcing Emptoris. USPS eSourcing Emptoris is a web-based electronic solicitation platform. Separate electronic messages will be sent inviting them to participate in the solicitation and notifying registrants when the event is opened. Organizations can register at any time. However, it is recommended that prospective offerors complete their registration prior to July 31, 2012 at 11:59 PM (EST). CLOSING TIME WILL NOT BE EXTENDED DUE TO OPERATOR INABILITY WITHIN EMPTORIS.
