- THIS IS A NOTICE OF INTENT to issue a sole-source contract to Amirix Systems Inc, 211 Horseshoe Lake Dr, Halifax NS, B3S0B9. The Government intends to award this contract on OR ABOUT July 30, 2012. This procurement is being conducted under the authority of 41 U.S.C. 253(c)(1) only one responsible source, which applies when supplies required by the agency are only available from one responsible source and no other type of supplies will satisfy agency needs. BACKGROUND: The NOAA National Marine Fisheries Service (NMFS) Northeast Regional Office, Protected Resources Division requires procurement of telemetry equipment (acoustic receivers, reference tags and sync tags) to use in coordination with existing infrastructure (i.e., Atlantic sturgeon already implanted with acoustic transmitters) for a study that would detect and record the fine-scale movements of Atlantic sturgeon within specified areas of their river range. Five Distinct Population Segments (DPSs) of Atlantic sturgeon were listed under the Endangered Species Act (ESA) as of April 6, 2012. One of the threats contributing to their listing under the ESA is vessel strikes which kill and injure Atlantic sturgeon, primarily within the Delaware and James Rivers. Previous studies based on examination of the number of vessel struck sturgeon indicates that the current levels of mortalities are not sustainable, meaning that vessel strikes of Atlantic sturgeon are contributing to the likelihood that they will go extinct. NMFS does not have the information it needs to identify a measure or measures to eliminate or reduce the number of Atlantic sturgeon vessel strikes that occur in the Delaware and James Rivers. In order to identify a measure or measures, we need to know how Atlantic sturgeon behave (e.g., move within the water column) when they occur in proximity to both large and small vessels. To acquire this information, a study to detect fine-scale movements of Atlantic sturgeon is needed within those parts of the Delaware and James Rivers where vessel strikes occur. Gaining accurate information on fine-scale movements is a critical research need. Not purchasing the needed equipment would be detrimental to NOAA, NMFS. As described above, without the equipment we cannot conduct the fine-scale positioning study that is needed by NMFS to inform management actions to address a primary threat to Atlantic sturgeon. The threat of vessel strikes is anticipated to increase in the Delaware given expansion plans for accommodating even larger ships in that river, thus increasing the likelihood of the number and severity of Atlantic sturgeon vessel strikes. In addition, implementing measures without accurate information on how Atlantic sturgeon behave (i.e. react to ) passing vessels could result in more rather than fewer vessel strikes or increase the number of vessel strikes that result in lethal versus non-lethal injuries. REQUIREMENTS The Contractor shall provide research equipment necessary to continue to conduct the fine-scale positioning study that is needed by NMFS to inform management actions to address a primary threat to Atlantic sturgeon. The Contractor shall provide equipment which will work interchangeably with existing gear (transmitter and receivers) from Vemco, a division of Amirix, as well as the software and systems listed below: • Receivers 69 KHz - Code Map 112; VR2W and VR100; • Transmitter (69 KHz: V7, V8, V(, V9AP, V13, and V16); • Data analysis software (Visual Understanding Environment (VUE) and • Access database systems that are currently owned and used by the Northeast Fisheries Science Center This equipment will be required to work with the existing infrastructure of equipment and software systems. In addition; this equipment will be used collaboratively with scientists in the Delaware Department of Natural Resources and Environmental Conservation, Delaware State University, and Virginia Commonwealth University as part of an integrated approach to identifying measures to reduce the threat of vessel strikes to Atlantic sturgeon. Each of the collaborating scientists maintains a Vemco receiver array in the Delaware or James River. Therefore, we will be able to obtain fine-scale positioning information for detected Atlantic sturgeon from the equipment purchased as well as broad-scale movements of the same Atlantic sturgeon within the river through data sharing with the collaborating scientists. Transmitters (69KHz) supplies must be detectable by the current array of 130 receivers (69KHz-Code Map 112) that exist as a part of existing telemetry infrastructure. This ultrasonic array has been in place continuously since 2008. These units will be networked with international research efforts as part of the global Ocean Tracking Network. To utilize this network NOAA needs transmitters annually that are detectable by the existing network. Implanting these transmitters allows researchers to detect fine-scale movements of Atlantic sturgeon each year and compare between years. The VR2W receivers allow researchers to monitor transmitter tagged fish from fixed locations for several months without the constant supervision that is required by other receivers that are used to track transmitters. DELIVERABLES The Contractor shall provide equipment comparable to the following list of equipment: 1) 22 each - VR2W Coded Acoustic Receivers (69 KHz) with Bluetooth Code Map -110 (battery included) 2) 20 each - V16 Sync Tags 3) 5 each - V16T Reference Tags (With Temp) 4) 2 each - Vemco VPS Data Analysis Required delivery date: December 31, 2012 Ship to: NOAA/North East Regional Office 55 Great Republic Drive Gloucester, MA 01930 RESPONSES TO THIS NOTICE Offerors who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirements set forth. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating the ability to meet the above requirements. The response must be sufficient to permit the agency to perform analysis to establish a bona fide capability to meet the requirements. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 12:00 p.m. EDT, July 27, 2012.
