Attachment A - Submission Requirements - Guidelines for all SF330 submittals General IDIQ Statement of Work - Final Version April 2012 Contracting Office Address OO-ALC/PKOB, 6038 Aspen Ave. Bldg 1289 NE, Hill AFB, UT, 84056 Description 1. Contract Information: These contracts are being procured in accordance with the Brooks A-E Act as implemented in the FAR Subpart 36.6 and DFARS Subpart 236.6. Firms will be selected for negotiations (if needed) based on demonstrated competence and qualifications for the required work. 2. The services will consist of, but not limited to: (1) Alteration and repair of grounds, roads, buildings, and structures; (2) Alteration and repair of utilities; (3) Alteration and repair of various types of mechanical systems, to include HVAC and associated controls, fire protection, steam plants, steam distribution and piping, waste treatment, and other mechanical systems; (4) Alteration and repair of various types of lighting and power distribution systems; (5) Feasibility, traffic, and other studies; (6) Conceptual renderings; and (7) Topographical and geodetic surveys. Services will be for support of Hill AFB, Little Mountain Test Annex, and Utah Test and Training Ranger (UTTR). 3. Five or six indefinite delivery indefinite quantity (IDIQ) contracts will be negotiated (if needed) and awarded, each with a five year continuous ordering period. The amount of each contract shall not exceed $1,600,000.00. Work on each individual task order will be issued by negotiated firm-fixed-price task orders. The technical team and Contracting Officer will consider the following factors in deciding which contractor will be selected to negotiate an order: performance and quality of deliver-ables under the current contract, current capacity to accomplish the order in the required time, uniquely specialized experience, and equitable distribution of work among the contractors. 4. The contracts are anticipated to be awarded in September 2012. North American Industrial Classification System (NAICS) code is 541310. These contracts are being solicited as full and open competition with no small business set-aside. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined relative to the employee's office location (not the location of the work). To be eligible for contract award, a firm must be registered in the Central Contractor Registration (CCR). Register via the CCR Internet site found at http://www.ccr.gov. 5. Contract Specific Information: Title I Design Services: Generally these services are required for actual production and delivery of construction drawings and specifications. The fees for these projects are limited by public law to 6% of the programmed amount of the project. Typical designs include renovation's of existing facilities, new construction designs, and other task order specific objectives. Title II Services: Generally these services are for post construction support and involve review of material submittals, site visits, change order preparation, and periodic site inspections. Other A-E Services: Other services generally includes investigations, research, field surveys, and miscellaneous evaluations as described in the particular task order. Can include but are not limited to the following - construction cost estimates, life safety egress plans, hazards analysis, building code reviews, surveys of existing facilities, topographic and subsurface soil surveys borings testing and reports, reproduction of design documents, renderings, preparation of as-built drawings and verification of all dimensions, measurements, and locations of existing facilities, utilities, and equipment. 6. Selection Criteria: The selection criteria for these IDIQ's are listed below in descending order of importance. All interested firms are to complete attachment C in order to be considered for award. NOTE: Criteria 2 and 3 are of equal importance and criteria 4 and 5 are of equal importance. Criteria 1-5 are primary and are the only criteria. (1) Professional Qualifications of the staff and consultants that will perform the actual work (education, training, registration, and length of experience of key personnel). See Attachment C for list of Key Personnel. (2) Recent specialized experience and technical competence in performing services described in the synopsis (effectiveness of proposed design teams, coordination of disciplines, offices, and subcontractors). (3) Capacity of the team to accomplish the work in the required time (based on amount of work currently being performed by the A-E firm and overall size of the firm). (4) Past Performance history on both DoD and other contracts in terms of quality, timeliness, and cost control (based on past performance at Hill, for other federal agencies, and private industry in terms of cost control, quality of work, and timely performance, ACASS database is a source of information as are reference letters and commendations submitted in the SF 330 package). (5) Location of design firm in the general geographic area of the project performance - Firms located within 20 miles of Wasatch Front with all design members within 20 miles of Wasatch Front will receive the maximum rating. Firms in Utah with all design members in the state of Utah will receive three quarters of the maximum rating. Firms located in the state of Utah, but with some design team members outside of Utah (within region 8), will receive half the maximum rating. All other firms in region 8 that do not qualify in another category will receive one quarter the maximum rating. 7. Submission Requirements: Interested firms having the capabilities to perform this work must submit two copies of the SF 330 Part I, and two copies of the SF 330 part II for the prime and all consultants, to the above address not later than 13 August 2012 at 4:00pm MST. See attachment labelled attachment A for exact page limitations and formatting for the SF 330. Facsimile transmissions will not be accepted. Solicitation packages are not provided and no additional project information will be given to firms during the announcement period. This is not a request for proposal.
