Description
The work performed under this contract shall furnish all supervision, labor, materials, tools, equipment, layout, transportation fuel, power, telephone, water, sanitary facilities, testing and consumables required to execute the work described herein: Repair Gas Distribution System PH I, PH II, and PH III, located at Keesler Air Force Base, Biloxi, MS. Work shall include replacing existing coated steel natural gas piping, service laterals, valves, risers, meters, and regulators up to the existing facilities. The existing piping will be replaced with a similar size polyethylene piping with tracer wire and tape. A ground penetrating radar survey of the system shall be conducted prior to beginning construction. The installation for the new piping shall be by directional drilling methods to minimize disturbance of existing grounds and facilities. All existing steel piping will be abandoned in place and pressure grouted. All disturbed areas will be restored to existing conditions. All work shall be conducted in strict accordance with the design documents and 49 CFR 192. This acquisition will be a 100% Competitive Hub-Zone Set-Aside with no geographical restrictions, utilizing Performance Price Trade-off (PPT) Procedures. Interested responsible Hub-Zone sources may submit a proposal. The North American Industry Classification System (NAICS) Code is 237120. The size standard is $33.5 Million. Magnitude of proposed construction is between $1,000,000.00 and $5,000,000.00. The Solicitation Package, Specifications, and Drawings (if applicable), will tentatively be posted on the FedBizOpps Website: http://www.eps.gov on/or around 26 July 2012 with a tentative closing date of 28 August 2012. The contract performance period will be 330 days from the Notice to Proceed. All Contractors wishing to do business with the Government are required to register in the DOD Central Contractor Registry (CCR) Database prior to any subsequent award. CCR Registration may be accomplished online at http://www.ccr.gov. Contractors are further advised that failure to register in the DOD Central Registration Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number. Recommend registering immediately in CCR in order to be eligible for timely award. The single source of entry for all documentation pertaining to this acquisition will be http://www.fbo.gov. All interested parties are responsible for checking this website to ensure they have the most current information (i.e., issued Amendments, Changes to the Statement of Work, etc).
