- The U.S. Department of Transportation, National Highway Traffic Safety Administration (NHTSA) intends to award to TNO-MADYMO NORTH AMERICA INC., 38701 7 MILE RD, SUITE 260, Livonia, MI, a contract using other than full and open competition for providing a software license for the MADYMO 3D lumped parameter simulation. Accordingly, NHTSA intends to award to the TNO a One-Year Plus Four Option Years Firm-Fixed Price Contract for the MADYMO software license to NHTSA. NHTSA will award this contract on a on a sole source basis to TNO under the authority of FAR Part 12 Commercial Procedures and FAR Part 13 Simplified Acquisition Procedures. NHTSA's contract with TNO will support NHTSA's Research and Development staff, which requires this software to analyze impact test procedure, equipment, and countermeasures. TNO is the only known source able to satisfy the Government's requirement due to their analysis tools which include the validated occupant model which is included with MADYMO. This notice of intent is not a request for competitive proposals. However, interested persons may request in writing to the contact person below a copy of the solicitation. The written response must detail information relating to the specific requirement being requested. Expressions of interest without sufficient detail to permit evaluation of ones ability to provide the service will not be considered. All proposals must be received by the date and time designated in the solicitation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In the absence of responses from interested firms demonstrating their capability, NHTSA intends to request a quote from TNO on a noncompetitive basis for the work described. Reponses must in writing must be received by the listed procuring office within 15 days from the date of publication of this notice.
