Description
RFQ FOR CONFERENCE SPACE SEPTEMBER 2012 - OPM2612Q0057 This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Solicitation number is: OPM2612Q0057 and is issued as a Request for Quotation (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-56 dated April 2, 2012. The North American Industrial Classification System (NAICS) code is 721110, and the procurement is available for full and open competition. The U.S. Office of Personnel Management's (OPM) mission is to ensure the Federal Government has an effective civilian workforce. In support of its mission, OPM offers leadership development courses and services to Federal, state, local and international governments. OPM has established the Center for Leadership Development (CLD) which includes two leadership institutes: the Federal Executive Institute (FEI) in Charlottesville, Virginia, and the Management Development Center's (MDC's) with locations in Shepherdstown, West Virginia and Aurora, Colorado. OPM also offers training at the OPM Headquarters in Washington, D.C. and other cities around the globe. OPM's Management Development Centers (MDC's) provide cutting edge, research-based, interagency Management and Leadership training to government professionals. MDC courses showcase knowledge, skills, and insights from the perspective of government leadership and are linked specifically to OPM's Leadership Competencies and Executive Core Qualifications. They are developmental in nature and are designed specifically for individuals working at defined levels of responsibility. The OPM mission here is to prepare talented individuals for high level responsibilities in government and to ensure that the U.S. public is served by a highly skilled and knowledgeable government. For the past four years, EMDC has developed and delivered a leadership training conference to meet OPM's OIG-AMT workforce needs to obtain enhanced skills desirable to carry out further missions within the Office of Inspector General (OIG). OIG-AMT has again determined that this training is an integral part of OIG's development of its employees' performance in 2012. OIG-AMT has determined that this project cannot be completed as effectively without the participation of EMDC, because EMDC possesses the professional consultants, the technical resources, and the specific Federal experience in this functional area to deliver outstanding service, maximizing the potential for OIG-AMT to meet its objectives regarding this initiative. EMDC is unable to schedule the conference onsite at its training center located in Shepherdstown, WV based on the date and group size requirements. The training center is currently at capacity during the specified timeframe and must therefore seek accommodations at an offsite location in order to meet the needs of the OIG-AMT. In support of its mission, OPM/EMDC requires one facility to provide conference space (classroom/break-out room), lodging, and meals for a group of approximately 85 OPM employees. The facility must be no less than 50 miles, but no more than 200 miles, from OPM Headquarters at 1900 E Street, NW, Washington, DC 20415. OPM intends to award one Firm-Fixed Price contract to the offeror that represents the best value to the government. The period of performance will be September 9 - 13, 2012 or September 16 - 20, 2012. Offerors are invited to submit their quotations to the Office of Personnel Management's (OPM) Contracting Group in response to this notice by 12:00 PM Eastern Standard Time (EST), July 23, 2012. Quotations submitted in response to this notice s hall include the solicitation number in the subject line and be signed, dated and submitted via email to Shannon.Kennedy@opm.gov. Only e-mailed requests for additional information will be accepted at Shannon.Kennedy@opm.gov through 12:00 PM, EST, July 17, 2012. Note that communications with other officials may compromise the competitiveness of this acquisition and result in the cancellation of the requirement.
