SOURCES SOUGHT NOTICE: This sources sought notice is issued for the purposes of conducting market research and to identify qualified, experienced and interested potential sources. This Sources Sought request shall not be construed as a solicitation or as an obligation on the part of the U.S. Department of Homeland Security, Immigration and Customs Enforcement (ICE). Responses will not be considered as proposals, nor will any award be incurred by interested parties responding to this sources sought notice. Responders are solely responsible for all expenses associated with responding to this Sources Sought. All information received in response to this Sources Sought Notice that is marked as proprietary will be handled accordingly. OBJECTIVE: DHS/ICE, Office of Acquisition Management (OAQ) Mission Support Dallas, intends to issue a fixed price task order to provide Basic Peer Support, Crisis Intervention and Critical Incident Response training to the DHS/ICE Peer Support Program (PSP) members. The objective of the PSP is to minimize psychological trauma that ICE employees and their families may experience throughout their career, and render assistance in an attempt to accelerate normal recovery from abnormal events, some of which are unique to federal law enforcement. GENERAL REQUIREMENT: Interested parties will be required to provide personnel possessing the requisite technical expertise to deliver ICE approved Basic Peer Support Training: Crisis Intervention and Critical Incident Response to selected PSP members. Designed as a skills development focused curriculum, the PSP 8-day basic training teaches members to assist fellow employees in their own problem management. The Contractor will conduct skills-building for PSP members to be proficient in active listening; providing support; assessing employee distress; and providing professional service referrals. PSP members will gain awareness and insight concerning common immediate, short, and long-term psychological reactions to traumatic incidents. The Contractor will build on PSP members peer support skills so that they can manage major incidents, provide assistance following terrorist attacks, major disasters, large-scale law enforcement incidents, and death of or injury to employees or their immediate family members. ICE will provide ICE-specific policy and portions of the curriculum, the teaching facilities and training materials (e.g., textbooks). The contractor will deliver crisis intervention and critical incident response/stress management skills building over an 8-day period (64 hours total) as major portions of the Basic Peer Support training course. Training content must be within the International Critical Incident Stress Management Foundation comprehensive model that and will be delivered to approximately 24 peer support program members for each offering. QUALIFICATIONS: General Instructor qualification requirements are as follows: • Must be a licensed mental health professional (LMHP) must have no less than ten (10) years of law enforcement critical incident/disaster response related experience with law enforcement personnel. • Must have three (3) or more years of successful experience teaching accredited training to law enforcement officers and personnel on Basic Peer Support Training: Crisis Intervention and Critical Incident Response. • Must have completed International Critical Incident Stress Foundation accredited course work. • Must be willing to travel to different government locations to administer training. • Must develop training curriculum to develop crisis intervention and critical incident response skills as part of a team teaching approach that is contracted along with government LMHP Advisor, and other PSP personnel. • Must demonstrate understanding adult learning and group dynamics theories. • Must expertly facilitate and promote a highly interactive and engaging learning environment utilizing mixed modalities (lecture, audio/visual resources, small group role-play and scenario based table top exercises). PLACE OF PERFORMANCE: The primary performance location is the Immigration and Customs Enforcement Academy in Dallas, Texas; however, performance may be required throughout the Continental United States (CONUS). Hours of operation are 7:00 am to 4:00 pm Monday through Friday.
