Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a modification to contract N68335-10-D-0014 for a quantity of (2) sets of modified Printed Circuit Boards (PCB) on a sole source basis to Aviation Ground Equipment Corporation, Freeport, NY. The PCBs will safely induce faults into the Mobile Load Bank (MLB) (P/N:7000AG1000-1). The PCBs will be used during troubleshooting and fault isolation training of the Mobile Load Bank in accordance with NAVAIR Technical Manual 19-45-31. The induced faults shall include: (1) Defective Interlock Door Switch; (2) Defective 20AMP Fuse; (3) Defective Load Controller PCB; (4) Defective Input Power Control PCB; and (5) Defective Control PCB. Aviation Ground Equipment Corporation is the Original Engineering Manufacturer (OEM) of the MLB and owns the technical data. The government does not possess the rights to the sufficient proprietary data for the MLB. As the OEM of the MLB, Aviation Ground Equipment Corporation is the only known source with the knowledge of the functional operation of the Mobile Load Bank in order to supply the modified Printed Circuit Boards. NAWCADLKE intends to award this contract under the authority of 10 USC 2304 (C)(1), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
