Description
THIS IS A SOURCES SOUGHT NOTICE AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. The purpose of this sources sought notice is to gain knowledge of potential qualified small and large business concerns capable of providing 30 room dividers/partitions and 60 support for the room dividers/partitions that are considered domestic end products as defined below under The Buy American Act. "Domestic end product" means- (1) An unmanufactured end product mined or produced in the United States; (2) An end product manufactured in the United States, if- (i) The cost of its components mined, produced, or manufactured in the United States exceeds 50 percent of the cost of all its components. Components of foreign origin of the same class or kind as those that the agency determines are not mined, produced, or manufactured in sufficient and reasonably available commercial quantities of a satisfactory quality are treated as domestic. Scrap generated, collected, and prepared for processing in the United States is considered domestic; or (ii) The end product is a COTS item. The IRS is considering purchase of 30 Versifold (room dividers) and 60 Versifoot (support) to be shipped to various locations throughout the United States. Both Versifold and Versifoot (which are manufactured in China) meet the government's objective, which is to have secured portable partitions/room dividers to eliminate excessive noise emitting from other areas and objects (such as servers and external hard drives). The salient characteristics for each product are as follows: Salient Characteristics for Partition/Room Divider: •n Be 4-panel folding room divider •n Be flexible for folding, storage, etc •n Be portable •n Have sound control/absorption feature to keep sound confined from other areas and objects •n Be covered with sound control/absorption type fabric (color preference of panel fabric = Gray) •n Have dimensions of: •o minimum height of 6 ½ feet (78 inches), but not higher than 7 feet (84 inches) •o minimum width of 8 feet (96 inches), but not wider than 9 feet (108 inches) •o minimum diameter of 6 inches, but no more than 10 inches •n Be floor-standing design •n Meet floor directly from end-to-end to keep sound confined from other areas and objects Salient Characteristics for Partition/Room Divider Support: •n Be metal stabilizer to support movable partition panel/room divider •n Have two or more vertical bars welded to the base •n Have dimensions of: •o Maximum of 3/8 inches in diameter •o Minimum height of 12 inches not to exceed height of panel •o Minimum length/width of 18 inches not to exceed length/width of panel The applicable North American Industry Classification System (NAICS) code is 238390, and the small business size standard is $14.0 M. NOTE: SBA has established numerical definitions, or "size standards," for all for-profit industries. These standards represent the largest size that a business (including its subsidiaries and affiliates) may be to remain classified as a small business for SBA and Federal contracting programs. Refer to SBA's website http://www.sba.gov/size for size standards. A review of the responses to this sources sought notice will assist the Government in determining (1) if there are domestic end products that meet the government's requirement and (2) if set asides are available for: •- Service Disabled Veteran-Owned Small Business concerns, or •- HUBZone Small Business concerns, or •- 8(a) concerns, or •- Women-Owned Small Business concerns RESPONSE REQUIREMENTS: Interested vendors are invited to submit their Statements of Capability (SOC). SOC must contain a cover letter including the company name, address, telephone, facsimile, email address, and business classification as established by the U. S. Small Business Administration (SBA). An interested vendor must identify: •(1) Its applicable GSA Schedule number (if product is available on FSS) •(2) Its business size and all small business concern(s) listed above for which iy qualifies •(3) Name of proposed products •(4) All salient characteristics of proposed products •(5) Sound control/absorption feature of proposed products •(6) Country of origin of products •(7) Manufacturer of products •(8) Availability of products SOC must be submitted in writing.
