Description
It is the intention of this solicitation to award a Blanket Purchase Agreement for Appraisal Services with particular emphasis on those appraisals of land suitable for growing and/or containing merchantable timber/forestry. Documents to be submitted: 1. Copy of State Certification for Texas or Louisiana (Appraisal Certification) 2. References of performance of timber appraisal services. 3. Include statement of agreement to the Uniform Appraisal Standards All information should be submitted no later than 02 August 2012, 2 p.m. Central Standard Time to Contracting Division, P.O. Box 17300, Room 2A17, Attn: Charlotte Harris, Fort Worth, Texas 76102-0300. Reference Contract Number. The purposes of the appraisal services are to provide written reports for estimates or opinions of market value or market rent for various estates on a wide variety of properties. The function of the appraisal reports will be to provide the basis for leasing private properties, for issuing outgrants on Government-owned land, for acquiring private properties, and for estimating real estate costs on projects in the planning stages. Services include providing appraisal expertise. The appraiser agrees to attend conferences preliminary to trial, as requested, and to testify should these additional services be required. The compensation for such work will be paid by the Department of Justice from funds available to that agency. The rate of compensation will be negotiated by the appraiser and Department of Justice. Types of properties to be appraised include: 1.Land containing merchantable timber or suitable for the growth of merchantable timber and may include timber cruises. 2.A wide variety of both developed and vacant land. This would include commercial, industrial, residential, or special use properties. 3.A wide variety of property types, predominantly in urban and suburban settings, for flood reduction, stream bank protection, ecosystem restoration, fish and wildlife mitigation and other purposes associated with local cooperation projects. 4.Market rental for space in commercial facilities for office, warehouse and other uses. In order to satisfy the Army Economy Policy requirements, a statement of fee value is required. Jurisdictional exception is appropriate for use on this type of assignment. 5.Partial interest takings of properties with damages or benefits to the remainders. 6.Agriculture properties which could include range land, improved pasture, cropland, developed farms, and orchards. 7.Vacant land or improved property leases on Government-owned land for a large variety of uses (e.g., banks, ATM's, commercial development, or private recreational usage). 8.Various types of flowage, air space, or right-of-way easements. 9.Communication site easements in remote areas. 10.Residences, dormitories, or apartments both on military installations and in the private sector. 11.Contaminated properties. The contractor shall accomplish the necessary services to ensure the appraisal reports contain, in both format and content, recognized appraisal principles and practices, adequate factual data to support the highest and best use and the value conclusions, and shall conform to all of the requirements of Uniform Appraisal Standards for Federal Land Acquisition (UASFLA), the Uniform Standards of Professional Appraisal Practice (USPAP), along with the code of professional ethics and the standards of professional practice of those organizations to which the appraiser may belong.
