Description
This is a SOURCES SOUGHT NOTICE for the purpose of obtaining market research only. No proposals are being requested nor accepted under this notice. The U.S. Army Corps of Engineers, New York District, will use information obtained under this sources sought to develop an acquisition strategy to meet the requirements for the installation of a solar photovoltaic carport system at the New Jersey Army National Guard Training Center, Sea Girt, N.J. The intent of this sources sought is to access industry's small business concerns, including 8(a), Small Disadvantaged Business (SDB), Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and all Small Businesses under the size standard, capability and interest in performing a capital construction project within the New Jersey Army National Guard Training Center, Sea Girt, N.J using the design-build process to meet the needs of the New Jersey Army National Guard. The project involves the installation of a 500KW Solar Photovoltaic Electric System. The anticipated construction cost of the entire project is in excess of $2,000,000 The anticipated North American Industry Classification System (NAICS) codes for this program is 236220, Commercial and Institutional Building Construction with a corresponding Standard Industrial Code (SIC) of 1542; and a Business Size Standard of $33.5 Million. It is anticipated that the program need for the project be met through the use of best value lowest price technically acceptable (LPTA) single award process. The Government must ensure there is adequate competition among contractors for work to be performed under this solicitation. Interested Offerors must show that they have previous experience in the design and construction of solar photovoltaic systems. At this time, it is the intent of the New York District Corps of Engineers to solicit and award a single contract for this project. The project is anticipated to be a design-build Contract. All work provided under the anticipated contract will occur in the State of New Jersey. Responses should include the following: (1) Identification and verification of the company as an SBA certified 8(a) firm, HUB Zone, Service-Disabled Veteran Owned Small Business, or Small Business for NAICS Code 236220. (2) A CAGE Code and/or DUNS Number. (3) Indication of relevant past experience through the description of at least two (2) solar photovoltaic projects completed within the last 5 years; which are similar in scope, size complexity & magnitude as defined as follows: 1. The scope of the project is new construction of a solar photovoltaic energy systems (i.e., roof-top, ground-based or carport type system completed within the last (5) years. Completed Projects are defined as the date the facility was turned over to, or occupied by the owner. 2. The size of the projects used for past experience is defined as a solar photovoltaic power system of at least a minimum of 50 KW. 3. Projects of similar complexity are required. Complexity is defined as the management and coordination of multi-disciplined construction teams to complete projects that include the majority of the following types of work: solar panel installation, testing and certifications, structural, and electrical. 4. The magnitude is defined as new construction greater than $1,000,000.00. (4) The interested contractor must indicate their capability of obtaining performance and payment bonds for a project in the dollar amount listed above.
