- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition, on behalf of the National Institute on Mental Health (NIMH), intends to negotiate and award a purchase order on a noncompetitive basis to Bruker Biospin Corporation, 15 Fortune Drive, Manning Park, Billerica, MA, for an annual service plan for a MRI Console system to operate a 11.7T/30cm small animal MRI magnet's cryocooler system in case of damage or malfunctions (Cryo Cooler Service), and replacement of any systems part that fails (Parts Support). The cryocooler is composed of a cold-head and a compressor, and are both vital components of the 7T/30 cm USR magnet, and both need to be working continuously, non-stop, or there is a risk of destructive quenching of the magnet. This level 1 - parts only service contract that covers all system parts, excluding magnet/cryostat assembly, shim/gradient coils, and transmitters rated at greater than 1kW, probes and resonators with diameters greater than 20cm, computer and peripheral devices. Bruker Biospin Corporation is the sole manufacturer of both the MRI Console system and the MRI 7T/30 cm magnet and only Bruker Biospin can perform maintenance on its equipment. Period of performance is one year and begins on or around August 1, 2012. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of Hunter A.
