- Description
- The Seattle District, U.S. Army Corps of Engineers has a requirement for Qwuloolt Ecosystem Restoration project restoring estuarine habitat at the Snohomish River site. The project is located between river miles 2.8 to 3.5 on Ebey Slough near the town of Marysville, Snohomish County, WA. Work will involve grading/earthwork, some of which may be in-water work and have schedule constraints related to a fish window and maintaining water quality during the project. The magnitude of construction for this project is $5,000,000.00 to $10,000,000.00. There are three main components to the overall ecosystem restoration of the site: 1) Construct setback levee for protection of Marysville Treatment Plant; 2) Excavate levee breach in Ebey Slough for tidal inundation; and 3) Lowering of the Ebey slough dike to the Mean Higher High Water line. Project is open to 8(a) small businesses. It has been determined competition will be restricted to 8(a) firms serviced by the Seattle District Office and any other firms with an SBA approved bonafide office. All other 8(a) BD Participants are deemed ineligible to submit offers. The North American Industry Classification System (NAICS) Code is 237990 with a size standard of $33.5 million. For the purposes of this procurement, a firm is a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed $33.5 million. To be eligible for contract award a firm must be registered in the DoD Central Contractor Registration (CCR) database. Pursuant to Federal Acquisition Regulations (FAR), the solicitation will be available for download no earlier than 15 days following the posting of this synopsis. Pursuant to FAR, the response date of the solicitation is no earlier than 30 days from the date of the solicitation release date. The solicitation due date will be noted on the solicitation at the time of issue. There is no technical information available until the issue of the solicitation via the Internet.
