- Draft SOW The FBI intends to solicit, negotiate, and award a sole source contract to George Mason University, Fairfax, VA for the capability to perform and develop a system for automated testing of Android applications in the cloud environment. The intended contract will be for a 12 month firm fixed price services task order in accordance with FAR Part 13. This vehicle will provide matching funds on a jointly funded effort with the Defense Advanced Research Projects Agency (DARPA) under their competed and previously awarded Grant. DARPA funding for this effort was obligated earlier this year. Competition for this one-time effort will be limited in accordance with FAR Part 6.302-3 and 6.302-1. All sources interested in participating in future efforts of for this technological area are encouraged to provide capabilities statements to the CO for transfer to the COTR. Sources certain they can meet the requirement may submit in writing an affirmative response and statement of technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirement. A determination by the Government not to open the requirement to competition based upon responses to the notice is solely within the discretion of the government. Affirmative written response must be received no later than 1 August 2012 at 9AM EST. All information in response to this notification must be submitted in writing to the attention of point of contact, Katharine Miller.
