- Open Market Solicitation “ BAE SOCET GXP Software SYNOPSIS AND SOLICITATION: This solicitation is for SOCET GXP software licenses and warranty support renewals in support of the U.S. Navy Space & Naval Warfare Systems Center San Diego (SPAWAR) C4ISR program office in Phila, PA 19111. This software is intended for their National Geospatial-Intelligence Agency (NGA) program. BAE Systems is the sole source provider of its SOCET GXP software services. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. (See Limited Source Justification & Approval). All items must be new condition. No used/refurbished parts or part number substitutions will be acceptable. Delivery (FOB Dest) is as follows: Space and Naval Warfar Systems Center Pacific Integrated C21 Engineering Division 700 Robbins Ave, Building 7D Philadelphia, PA 19111-5098 Delivery required to begin prior to 7/26/2012. This acquisition is being issued in accordance with FAR Part 12. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; price quotes are being requested and a written solicitation will not be issued. The solicitation number is N00104-12-Q-Q698, which is a Request For Quotation (RFQ). The solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-08. The North American Industry Classification System (NAICS) Code is 541519. The government intends to solicit and negotiate with only one source. There is only one responsible source and no other services will satisfy agency requirements. BAE Systems is the manufacturer of the SOCET GXP Software and is the sole source provider of its SOCET GXP software services. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. The SPAWAR-Phila C4ISR (Command & Control, Communications, Computers, Intelligence Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance) Programs Office is the primary hardware manager, integrator and depot support office for the National Geospatial-Intelligence Agency [NGA]. This program is a NGA sponsored asset. The following FAR Subpart 12 provisions and clauses are incorporated by reference: Time of Delivery. (6/97); FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, Alternate I (Offerors must submit a completed copy of the Representations and Certifications with their offer); FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, (a), (b)(1), (5), (7), (11-16), (21), (24), (d) and (e).
