- Purchase Request Number: DJTMZ1D563 JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION Upon the basis of the following justification, I, as Contracting Officer, hereby approve the use of other than full and open competition of the proposed contractual action pursuant to the authority of 10 U.S.C. 2304(c)(1). FAR Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. JUSTIFICATION 1. REQUIRING AGENCY AND CONTRACTING OFFICE: Requiring Agency: Joint Interoperability Test Command (JITC), 2001 Brainard Road, Bldg 57305, Fort Huachuca, AZ 85613-7051 Contracting Office: DITCO-SCOTT-PL83, Information Technology Division, Scott Field Office, 2300 East Drive, Scott AFB, Illinois 62225-5406 2. NATURE/DESCRIPTION OF ACTION(S): This justification is for the award of a sole-source, Firm Fixed Price contract with Northrop Grumman Corporation for the below listed Tactical Data Link Integration Exerciser (T IGER) hardware and software subscription which will be utilized primarily in the JITC JTD Portfolio to support Tactical Data Link Testing Joint Interoperability (JIT) and Coalition Interoperability Testing (CIT) in accordance with the strategic technical vision/goals in JITC's current strategic plan. In addition, the TIGER will be used in support of Standard's Conformance Testing (SCT) of Tactical Data Link (TDL) platforms and two yearly NATO tests. Estimated Delivery time is 5 - 6 Months. 3. IDENTIFICATION OF STATUTORY AUTHORITY: The following exceptions apply to GSA/FSS/MAC accomplished IAW 8.405-6: -- Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C.2304(c)(1). (FAR 6.302-1/DFARS 206.302-1); 5. DEMONSTRATION OF CONTRACTOR'S UNIQUE QUALIFICATIONS: This procurement of the TIGER Test Tool is an immediate mission criticality to support the reimbursable task for Battlefield Operations Support System (BOSS) Standards Conformance Testing. The BOSS, originally developed as a test tool for TDL testing, has been incorporated into operational units as a C2 platform performing real world operations. The BOSS has never been tested outside the developer's lab which poses great risk to the warfighter and military assets in the field. The TIGER is the only product available that can carry-out standards conformance testing on the BOSS due to their proprietary configurations and user permissions. The TIGER Test Tool is specialized and proprietary equipment and is specifically manufactured for government and commercial customers associated with Tactical Data Link 16 and is solely manufactured and sold by Northrop Grumman Corporation. The current test tool, the Dual Link Simulator (DLS) that JITC uses for Tactical Data Link testing was purchased in 1999. The DLS is an older version of the TIGER. Due to funding, JITC has not updated the DLS hardware/software since Fiscal Year 2000. It is no longer sustainable as replacement parts are not available and the software is two Military Standards behind the latest approved standards. In order to provide testing services in accordance to the current JITC campaign plan, test equipment needs to evolve with the mission requirements to ensure the safety of the warfighter and successful operation of TDL platforms. The portable TIGER Test Tool has Tactical Data Link 11 and 16 capabilities, supporting current and retired Military Standards 6011, 6016 and 3011; as well as Distributed Interactive Simulation (DIS) allowing JITC the option of testing in our facility or at the customer facility, as well as participating in live exercises or real world operations. This offers the opportunity to collect data in all venues mitigating risk to the warfighter and providing a greater fidelity to JITC certification process. The TIGER Test Tool will be used primarily by the JTD portfolio to conduct Tactical Data Link Testing Joint Interoperability (JIT) and Coalition Interoperability Testing (CIT). In addition, the TIGER will be used in support of reimbursable Standard's Conformance Testing (SCT) of Tactical Data Link (TDL) platforms for DoD and commercial vendors. The TIGER will also be used in conjunction with NATO testing twice a year. The TIGER Portable computer simulates a coordinated battle space to stimulate a platform's data link processing system software and sensors (via DIS) simultaneously. TIGER interacts dynamically with the system under test and records its responses. The operator can use TIGER to define a repeatable scenario, perform tests, and conduct both real-time and post test analysis. The TIGER Portable consists of a data link simulation and monitoring processor used for certification of tactical data links. The system is a Portable, mobile computer with a built-in 17" screen. It includes three 10/100/1000 Ethernet ports and two RS232 Ports. JREAP-C, DIS/DS3, and SIMPLE are supported over the Ethernet interfaces. The unit provides an additional 4 PCI Express slots for TIGER Portable interface kits. Optional interfaces for Link 16 1553 and Link 11 NTDS Parallel are available. TIGER Portable Server (US) System Applicability: Data Link Simulation and Test Part Number: 172-A10617 Delivery Schedule: (months after award) 6 Description: The TIGER Portable computer simulates a coordinated battle space to stimulate a platform's data link processing system software and sensors (via DIS) simultaneously. TIGER interacts dynamically with the system under test and records its responses. The operator can use TIGER to define a repeatable scenario, perform tests, and conduct both real-time and post test analysis. TIGER Portable consists of a data link simulation and monitoring processor used for certification of tactical data links. The system is a Portable, mobile computer with a built-in 17" screen. TIGER Portable Link 11 NTDS Interface Kit: System Applicability: Data Link Simulation and Test Part Number: 172-A30606 Description: The TIGER Portable Link 11 NTDS Parallel interface kit consists of a PCI interface circuit card, adapter module, external transition cables and 78 pin D-shell connectors. Factory integration is included when ordered concurrent with an TIGER Portable server. It provides a TIGER Portable with Link 11 NTDS parallel interface capability using baseline TIGER computer programs. TIGER Portable Link 16 Interface Kit: System Applicability: Data Link Simulation and Test Part Number: 172-A30607 Description: The TIGER Portable Link 16 1553 Interface Kit consists of a PCI Express interface circuit card, adapter module, external stub and bus cables, and bus couplers. Factory integration is included when ordered concurrent with an TIGER server. It provides a TIGER Portable with one Link 16 interface channel capability using baseline TIGER computer programs. TIGER L1116 Software Subscription: System Applicability: Data Link Simulation and Test Part Number: 172-SWSM Description: Northrop Grumman offers a TIGER Software Maintenance agreement, renewable at annual intervals. This option entitles the user to all TIGER Software updates in the maintenance year. Subscribers can seek phone and email assistance from Northrop Grumman on software and hardware operational problems. The user has access to the TIGER support website that provides information on TIGER software features, and interaction with Northrop Grumman and other TIGER users. This agreement also entitles the user to annual MANDRIL software updates, for those systems that are equipped with MANDRIL. Furthermore, the user is able to provide feedback to Northrop Grumman on additional capabilities and upgrades for consideration to be included in future TIGER software upgrades. Only the TIGER and the BOSS have the capabilities necessary to conduct the required testing in accordance with the strategic technical vision/goals in JITC's current strategic plan. The TIGER Test Tool is the only tool currently available to test the capabilities of the BOSS and JITC cannot complete this task without the purchase of this product. The anticipated test conduct is October/November 2012 and the TIGER Test Tool equipment must be in place and operational before the beginning of the test.
