Description
The Federal Bureau of Prisons, TDAT Contracting Office, Washington, D.C. is seeking quotes from sources having the ability to provide community-based outpatient sex offender treatment services. The location where services are to be provided should be with a vendor located within a 25 mile distance from Cincinnati City Hall, 801 Plum Street, Cincinnati, Ohio and located along a Southwest Ohio within the Central Ohio Transit Authority (COTA) route. Performance periods under this contract will be for a one-year base period estimated to begin on October 1, 2012 with four (4) one-year option periods, with services ending (if all options years are renewed) on September 30, 2017. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three and Option Year Four, respectively. Base Year: Estimated number of inmates 10: Sex Offender Specific Evaluation & Report - 1 unit (per inmate) x 10 inmates = 10 units Sex Offender Individual Counseling (30 minutes) - 24 unit (per inmate) x 10 inmates = 240 units Sex Offender Group Counseling (30 minutes = 1 unit) - 72 units (per inmate) x 10 inmates = 720 units Clinical Polygraph Examination and Report = (1 per inmate) x 10 = 10 units Maintenance and Monitoring Test = (2 per inmate) x 10 = 20 units Transportation = (96 units per inmate) x 10 inmates = 960 units Option Year One: Estimated number of inmates 11: Sex Offender Specific Evaluation & Report - 1 unit (per inmate) x 11 inmates = 11 units Sex Offender Individual Counseling (30 minutes) - 24 unit (per inmate) x 11 inmates = 264 units Sex Offender Group Counseling (30 minutes = 1 unit) - 72 units (per inmate) x 11 inmates = 792 units Clinical Polygraph Examination and Report = (1 per inmate) x 11 = 11 units Maintenance and Monitoring Test = (2 per inmate) x 11 = 22 units Transportation = (96 units per inmate) x 11 inmates = 1,056 units Option Year Two: Estimated number of inmates 12: Sex Offender Specific Evaluation & Report - 1 unit (per inmate) x 12 inmates = 12 units Sex Offender Individual Counseling (30 minutes) - 24 unit (per inmate) x 12 inmates = 288 units Sex Offender Group Counseling (30 minutes = 1 unit) - 72 units (per inmate) x 12 inmates = 864 units Clinical Polygraph Examination and Report = (1 per inmate) x 12 = 12 units Maintenance and Monitoring Test = (2 per inmate) x 12 = 24 units Transportation = (96 units per inmate) x 12 inmates = 1,152 units Option Year Three: Estimated number of inmates 13: Sex Offender Specific Evaluation & Report - 1 unit (per inmate) x 13 inmates = 13 units Sex Offender Individual Counseling (30 minutes) - 24 unit (per inmate) x 13 inmates = 312 units Sex Offender Group Counseling (30 minutes = 1 unit) - 72 units (per inmate) x 13 inmates = 936 units Clinical Polygraph Examination and Report = (1 per inmate) x 13 = 13 units Maintenance and Monitoring Test = (2 per inmate) x 13 = 26 units Transportation = (96 units per inmate) x 13 inmates = 1,248 units Option Year Four: Estimated number of inmates 14: Sex Offender Specific Evaluation & Report - 1 unit (per inmate) x 14 inmates = 14 units Sex Offender Individual Counseling (30 minutes) - 24 unit (per inmate) x 14 inmates = 336 units Sex Offender Group Counseling (30 minutes = 1 unit) - 72 units (per inmate) x 14 inmates = 1,008 units Clinical Polygraph Examination and Report = (1 per inmate) x 14 = 14 units Maintenance and Monitoring Test = (2 per inmate) x 14 = 28 units Transportation = (96 units per inmate) x 14 inmates = 1,344 units The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Sex Offender Treatment Services Statement of Work dated February 2012. The request for quotation will be available on or after July 27, 2012 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about August 8, 2012. Faith-Based and Community -Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. The BOP anticipates awarding a firm-fixed price contract. All responsible business concerns may submit a quote which will be considered by this agency.
