- The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following: 1) Wet-wound aluminum metal matrix composite (MMC) tubes, 4" Dia (ID) x 30" long [45/89/89/ +/-45] (Quantity 6 each); 2) Non-destructive Inspection (NDI) Calibration MMC tubes, 4 Dia (ID) x 30" long [45/89/89/ +/-45] (Quantity 1 each); 3) Option- MMC Tubes (layup subject to change) [89/ +/-45/ +/-45/89/ +/-45/ +/45/89] (Quantity 6 each). This requirement is sole sourced to Touchstone Research Laboratory LTD (Inc), 1142 Middle Creek Rd, Triadelphia, WV 26059 due to unique capability. This company is the only known manufacturer of wet-wound aluminum metal matrix composite (MMC) cylinders. Any firms believing that they can provide the material may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the electronic access without causing programmatic hardship. All responsible sources may submit a quotation which shall be considered by the agency.
