Description
THIS IS A NOTICE OF INTENT TO PROCURE BRAND-SPECIFIC COMMERCIALLY AVAILABLE IT PRODUCTS. THIS IS NOT A REQUEST FOR PROPOSAL. The Military Surface Deployment and Distribution Command (SDDC) Acquisition Center, 1 Soldier Way, Bldg 1900W, Scott AFB, IL 62225 intends to purchase the following Oracle products on a brand-name basis: - 10 EA memory kits manufactured by Oracle, item no. SEMX2D1Z-N, item description "sixteen 8 GB DDR2-667 DIMMs" - product installation - one year of Premier System Support Intended Method of Procurement: SDDC intends to purchase the required supplies by awarding a competitive firm-fixed-price delivery order through the Computer Hardware, Enterprise Software and Solutions (CHESS) program, which is the Army's designated primary source for commercial IT. In accordance with CHESS ordering guidelines, the Fair Opportunity will be given to all six ITES-2H multiple award contract holders. A Brand-Name Justification and Approval (J&A) document will be approved prior to requesting quotes from CHESS contract holders. Statutory Authority: This procurement action permitting other than full and open competition is being executed under the authority cited at FAR 6.302-1(a)(1), 10 U.S.C. 2304(c)(1), which authorizes the application of brand-name descriptions under FAR 6.302-1(c) - Brand Name. Reason for Authority Cited: Oracle is the requested brand name of the required supplies for the main reason that its products are the only ones known to be fully compatible with the current operating architecture. SDDC has invested $2,349,171.24 in its Oracle SPARC Enterprise M9000 servers. Currently, Oracle provides the maintenance on SDDC's SPARC Enterprise M9000 servers. The operating system software running on these servers and the database software are both manufactured by Oracle. Additionally, SDDC had previously purchased additional CPU boards in 2010, also manufactured by Oracle. Due to the function, design, and specifications of the brand name parts, a deviation from Oracle products could alter the operation and security of the Common Computing Environment (CCE) IT infrastructure. Introducing a new operating architecture is not practical as it would not be cost effective and could disrupt operations. It is in SDDC's best interest to pursue this brand name action in order to maintain the integrity of the overall system, prevent potential hardware failures and to ensure that the adequate system support is available by the manufacturer. Market research conducted by the end-user thus far concludes that combining equipment from different manufacturers would potentially compromise the system architecture's integrity. Notwithstanding, any firm that believes it is possible to meet this requirement on other than a brand-name basis may submit a response, which if received by July 18, 2012 at 4:00 p.m. CST, will be considered.
