COMBINED SYNOPSIS/SOLICITATION WRD-12-04903 EDEN EXCEL CARTRIDGE FILTER HOUSING (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number WRD-12-04903/WSB. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58. (IV) This solicitation is being issued as a Total Small Business Set-Aside.. The associated NAICS code is 423720. The size standards is 100 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: CLIN 0001: Acquire two (2) cartridge filter housings for the expansion of the existing water filtration system located at the Manchester Field Station per the attached statement of need. CLIN 0002: Freight charges for two (2) cartridge filter housings. If freight cost exceed $100, a copy of the waybill must accompany the invoice to support freight charges. (VI) Description of requirements is as follows: STATEMENT OF NEED STATEMENT OF NEED FOR SUPPLY OR SERVICE WRD-12-04903 PURPOSE: Currently Manchester Field Station is using two (2) Eden Excel Cartridge Filter Housings in the water filtration system to filter raw seawater down to 5 microns for use on ESA Listed salmon programs. With the addition of increased seawater pumping capacity, the current system is unable to meet the required filtration and flow standards. To solve this problem, two (2) more filters will be added to the current system, bringing filtration and flow rates up to those established standards. TECHNICAL SPECIFICATIONS: Eden Excel Cartridge Filter Housings model number 162EFCF3-6FC100, which has the following: Pressure Rating - Maximum use pressure 100 PSI Pressure tested to 200 PSI Corrosion resistance external and internal parts must be compatible with fluids in the PH range of 2-13 such as; aluminum, stainless steel, PVC or fiberglass reinforced polymer (FRP). Water flow of at least 800 gpm each Use a 1 ½" x 30" cartridge filter Standard 6" flanged inlet/outlet Standard 1/4" NPT vent Construction must allow for easy disassembly for cleaning or parts replacement. End of Statement of Need (VII) Date(s) and place(s) of delivery and acceptance Date of Delivery: October 12, 2012 Delivery will be FOB Destination (VIII) The period of performance for the base contract shall be from date of award to October 12, 2012. (IX) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Jun 2008), applies to this acquisition. In addition to written price quotes, offers are instructed to provide a capability statement describing qualifications to perform requirements listed in paragraphs (V) and (VI), and past performance references. Inquiries (Apr 2010). Offerors must submit all questions concerning this solicitation in writing to Bill Bell either through email Bill.Bell@noaa.gov or fed at 206 526-6025 no later than July 27, 2012 at 9am Pacific Standard Time. (X) FAR 52.212-2, Evaluation - Commercial Items 2005-58, applies to this acquisition. Paragraph (a) is hereby completed as follows: Lowest Price Technically Acceptable. Offers will be evaluated based on price and the factors set forth in the Section 6, past performance, FAR 12.601 and FAR 13.106-2, and award will be made to the firm offering the lowest price technically acceptable to the Government in accordance with the Statement of Work. (XI) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items 2005-58. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. (XII) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items 2005-58, applies to this acquisition. (XIII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items 2005-58 applies to this acquisition. The following clauses under subparagraph (b) apply: Please refer to the SF18 with Clauses. (XIV) The following clauses are also applicable to this acquisition: 52.252-1 Solicitation Provisions Incorporated by Reference (Feb 1998) 52.252-2 Clauses Incorporated By Reference (Feb 1998): This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available.
