Description
Brand Name Justification This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals/bids are being requested and a written solicitation will not be issued. The solicitation number is 12-223-SOL-00155. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-58, May 18, 2012. This is a firm fixed price requirement. All responsible small businesses may submit a quote which shall be considered. The associated North American Industry Classification System (NAICS) Code is 325413. This action is for small business size standard is 500 employees. This notice must include prices for items below: The Food and Drug Administration is soliciting small businesses for the supplies listed below, for use with the BioRad ProteOn XPR36 system. The requirement will be awarded using Simplified Acquisition Procedures in accordance with FAR Part 13. Deliverables: #1765100, ProteOn MNT Maintenance Chip, 2 each #1765110, ProteOn CLN, Cleaning Chip, 5 each #1765011, ProteOn GLC Sensor Chip, 200 each #1765031, ProteOn HTG Sensor Chip, 20 each #1765021, ProteOn NLC Sensor Chip, 80 each #1762222, ProteOn Glycine Buffer, 20 each #1762240, ProteOn SDS Solution, 5 each #1762260, ProteOn Phosphoric Acid, 2 each #1762230, ProteOn Sodium Hydroxide, 20 each #1762121, ProteOn Acetate Buffer, 15 each #1762250, ProteOn Hydrochloric Acid Solution, 20 each #1762510, ProteOn HTG & THE, 5 each #1762450, ProteOn Ethanolamine HCI, 20 each #1762110, ProteOn Immobilization Buffer Kit, 2 each #1762410, ProteOn Amine Coupling Kit, 10 each #1762810, ProteOn Chip Normalization Solution, 5 each Technical Requirements: *Must be able to analyze up to 36 protein interactions simultaneously in a typical interaction cycle (association and dissociation).This can be up to 6 dilutions on up to 6 proteins in one run with out the need for surface regeneration. *Must be able to have options for interspot (close proximity) referencing, Channel Referencing, and real time double referencing to ensure high quality removal of sample non-specific binding and sample buffer disturbances. *Must be able analyze up to 6 dilutions on up to 6 proteins in one run with out the need for regenerations *Must have reusable surfaces that can be regenerated multiple times 10-100 or more, dependent on the liability of the proteins used. *Molecular weight detection should be at least 100 Da An official authorized to bind the Offeror must sign the terms and conditions of the offer. Offerors that fail to finish required representations, or reject the terms and conditions of the solicitation, may be excluded from consideration. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," (2) Price. Technical Capability are significantly more important than price. FOB Point Destination, Contract type: Commercial Item-Firm Fixed Price. Simplified procurement procedures will be utilized. The period of performance: Delivery is required 30 days after receipt of order (ARO). FOB Point of Delivery for Services and Supplies provided will be the Food and Drug Administration, 8800 Rockville Pike, Room #3E20, Bldg 29B, Bethesda, MD 20892 The provision at FAR 52.212-1 Instructions to Offerors- Commercial Items applies to this solicitation. The following addenda have been attached to this provision: None. The government is not responsible for locating or securing any information, which is not identified in the submission. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustration, drawings, or other information) necessary for the government to determine whether the product meets their requirements. (ix) Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications- Commercial Items with its offer. (x) The clause at 52.212-4, Contract Terms and Conditions- Commercial Items, applies to this acquisition. The following addenda have been attached to the clause: None. (xi) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items, applies to this acquisition. The following additional FAR clauses cited in this clause are applicable: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-37, 52.225-1, 52.225-3, 52.225-13, and 52.232-33. Clauses and provisions are incorporated by reference and apply to this acquisition. Clauses and provisions can be obtained at http://www.acquisition.gov. CCR Requirement-Company must be registered on Central Contractor Registration (CCR) before an award could be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov. (xii) A standard commercial warranty on parts and workmanship is required.
