General Information Short Title: Equipment for sensory testing studies Document Type: Presolicitation Notice Solicitation Number: NCI-120098-KM Posted Date: 07/10/2012 Response Date: 07/25/2012 Classification Code: 6640 - Laboratory Equipment and Supplies NAICS Code: 334510 - Electromedical and Electrotherapeutic Apparatus Manufacturing Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 8490 Progress Drive, Suite 400, Frederick, MD 21701, UNITED STATES Description The National Cancer Institute (NCI), National Center for Complementary and Alternative Medicine (NCCAM) plans to procure on a sole source basis the following: Medoc FMRI Pathway-model ats/cheps and accessories; Medoc VAS-3000 vibratory sensory analyzer; Medoc AlgoMed computerized pressure algometer from Compass Medical Technologies, Inc. DBA:Medoc This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 334510 and the business size standard is 500. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance shall be from award through ninety (90) days. It has been determined there are no opportunities to acquire green products or services for this procurement. This equipment will be used for testing thermal and mechanical sensitivity in humans. Specifically it will be used for sensory testing studies and for studies conducted while the subject is in the MRI scanner. All three (3) pieces are components of one (1) system and are compatible for use with a common software package. The contractor shall provide the following: fMRI Pathway - • Model ATS/CHEPS (combined non-magnetic) o Complete mobile system on a specially designed custom cart including electronic base unit, heavy duty integrated cooling unit, analog output and TTL input & output o Digital Thermal Calibration Kit o Notebook PC for interface/use o fMRI Compatible ATS Thermode 30mm w/10 meter cable o fMRI ATS Filter o ATS Model Operating Softward (Temp Range 0-54 C) o fMRI Compatible CHEPS Thermode 27mm w/10 meter cable o fMRI CHEPS filter o CHEPS Model Operating Software (Temp Range 30-54 C) • fMRI ATS Thermode 16x16mm activation area • ATS thermode (standard) 30x30mm activation area • ATS Thermode (standard) 16x16mm activation area • CHEPS Thermode (standar) 27mm diameter activation area • fMRI COVAS for Pathway (ATS/CHEPS) • fMRI ATS Thermode 30x30mm • fMRI CHEPS Thermode 27mm diameter activation area • Medoc AlgoMed Computerized Algometry System o Algometer stimulator o Operating software o Calibration check weight o Patient response unit o Carry case o Operating manual o Training PowerPoint CD • VSA-3000 Vibratory Sensory Analyzer o Electronic control unit o Hand-held vibratory stimulator o Patient response unit The equipment from Compass Medical has FDA clearance and is the only commercially available thermal stimulator system that can be used in an MRI environment. The NCI knows of no other entity that possesses the necessary expertise. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11:00 AM EST, on July 25, 2012. A determination by the Government not to compete this proposed requirement will be based upon responses to this notice and is solely within the discretion of the Government. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
