- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisitions (SS/SA) Branch, on behalf of the National Institute on Neurological Disorders and Stroke (NINDS) intends to negotiate and award a purchase order on a noncompetitive basis to Thermo Electron, N.A. LLC, a subsidiary of Thermo CRS Ltd, located at 5344 John Lucas Drive, Burlington, ON L7L 6A6, and Thermo Fisher Scientific, to upgrade an existing Cell Based Robotic Assay system currently in use at NINDS. The NeuroTherapeutics Development Unit at NINDS is requiring an upgrade to the Operating System of their existing cell based robotic assay system, which will improve its performance and operating efficiency serving an integral part of the NINDS Translational Neuroscience Center. The upgrade to the cell based assay system will improve performance efficiency of research projects aimed at developing neuro-protective and neuro-regenerative therapeutic entities. This work includes development of cell-based assays to identify, evaluate, and characterize potential agents as possible treatments for neurological disorders. These assays are completed by utilizing the cell based robotic assay system at NINDS, which was custom-designed and built at Thermo Fisher Automation Laboratories exclusively for NINDS. Thermo Fisher Scientific is the sole provider of the custom-built assay system that uses Thermo CRS software. System upgrade includes an integration of POLAR® and Momentum TM Scheduling software with Windows 7 to the interface of the assay system. Upgrade also includes necessary additional hardware components such as the F3 Robotic Plate Handler, which is solely provided by Thermo CRS Ltd. Thermo CRS Ltd is the only known source with the proprietary knowledge, background, and access to parts needed to perform an upgrade to the current system. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of Hunter A.
