- EPC OF SINGLE PJM CONTROL PLATFORM Subcontract Requisition Number: 24590-QL-SRA-M00Z-00012 Submit Interest By: July 16, 2012 Estimated Budget: > $5,000,000 Schedule: • Issue Request for Proposal: September 13, 2012 • Award: October 11, 2012 • Notice to Proceed: November 08, 2012 • Start Work: November 09, 2012 • All Work Complete: April 12, 2013 Safety Classification: Non-Safety Additional Characteristic: None Quality Level: CM Type of Subcontract: Firm Fixed Price PROJECT DESCRIPTION AND LOCATION The Hanford Tank Waste Treatment and Immobilization Plant (WTP) is a complex of radioactive waste treatment processing facilities designed and constructed by Bechtel National, Inc. for the Department of Energy (DOE). The facility will process the Hanford Site tank waste and convert the waste into a stable glass form. The Project site is located in the 200 East Area of the Hanford Reservation near Richland, Washington, along the Columbia River. The site elevation varies from 662 to 684 feet above mean sea level. Ambient temperature range is -23 degrees F minimum to 113 degrees F maximum, with relative humidity of 5% minimum to 100% maximum. The project design life is 40 years. SCOPE OF WORK SUBCONTRACTOR performs all work necessary to complete a detailed design, procure, fabricate, install, and perform an acceptance test of the Single PJM Test Platform. This includes providing a facility, utilities and necessary permitting required to allow safe operations of the Single PJM Test Platform. Utilities will include compressed air supply, vacuum systems, electrical power, permits, etc. The Single PJM Test Platform will be used as a NQA-1 test platform intended for design verification of the PJM Control system. It is the only test platform intended to verify the design with high operating temperature fluids. The Single PJM Test Platform will also provide a basis for the selection of the control strategy. The Single PJM Test Platform is a full scale-single train system which uses a full length level/density bubbler, a Jet Pump Pairs, and a full size PJM to assess control performance. Scope of work includes Project Management, detailed design, procurement, fabrication, installation, functional test of the Single PJM Test Platform equipment at CONTRACTORS test facility, and interface with NQA-1 test operations contractor. The scope includes identification of maintenance and inspection requirements, preparation of operation/equipment manuals, and performance of a process hazards analysis. Project management activities include preparing a detailed design and fabrication schedule including milestone dates, submitting monthly progress reports (schedule and cost variance analysis, change control log, 30/60 day look ahead, Estimate At Completion (EAC), and action item log), and performing periodic design reviews (including documentation of issues and resolutions). QUALITY ASSURANCE (QA) REQUIREMENTS Programmatic Quality Assurance requirements for subcontracts performed in the WTP Jobsite will be "NP" (non permanent or temporary work, generally no QA Program required), "CM" (commercial quality based the requirements in DOE Order 414.1C), or "QL" (nuclear level quality based on the requirements in ASME NQA-1 2000). Bechtel may require, as an element of bidder pre-qualification, submission of a representative sample QA Program or Table of Contents copy. For QL subcontracts, the successful bidder's QA Program must be approved prior to award of the subcontract.
