Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the Army Contracting Command - Aberdeen Proving Ground, CCAP-SCN, Natick Contracting Division, on behalf of the Natick Soldier System Center (NSSC), intends to award a firm fixed price purchase order on a sole source basis to: Northeast Motion Inc. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any firm that believes it can meet the requirement may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. 1. Nature and description of the supplies or services required to meet the agency's needs: The Shelters Technology, Engineering & Fabrication Directorate is in need of four sets of aluminum tube electrical auto-leveling jacks with carbon fiber foot pads for the ISO shelter and spare parts to accommodate four jacks. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): The electrical auto-leveling jacks are compatible with the ISO shelter, it is proven technology that can rise and lower the shelter and be able to support 10,000 lb with a safety factor of 2.0 and must also be able to be operated manually. The jacks are needed for a Military exercise in November. There are no other known suppliers of the electrical auto-leveling ISO jacks and Northeast Motions is the manufacturer and the sole vendor of this product. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: During the market research it was found that while there are multiple types of electrical jacks, there was only one manufacturer that produced an electrical jack that could raise and lower an 8' x 8' x 20' ISO shelter. 4. Any other facts supporting the use of other than full and open competition: Northeast Motion auto-leveling jacks is proven technology that is compatible with the ISO Shelter, is light weight, and allows a four man crew to assemble and attach each jack and be ready for leveling operation within 2 minutes. No other electrical jack is compatible with this shelter. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: Currently the required self-leveling jacks can only be purchased from Northeast Motion. In future procurements the government may purchase other units, from other manufacturers, if their technology is proven to work with the ISO shelters. 6.
