Description
MARKET SURVEY “ SOURCES SOUGHT SYNOPSIS - This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage serve as alternatives if the FBO website is unavailable. The NAVSUP FLC San Diego, Seal Beach Division, CA, is seeking inputs from parties interested in supplying High-Altitude Electromagnetic Pulse (HEMP) or œEMP Hardened, Type I, Tri-Con Shipping Containers. The aforementioned item is managed by the NAVFAC Expeditionary Logistics Center, Port Hueneme, CA. Attachment 1 provides specific requirements for the HEMP containers. Deviations from the specifications that would enhance or improve desirable characteristics of the HEMP containers are encouraged. The intent of the Government is to receive tri-con shipping containers, with integrated shelving, that provides HEMP protection to stored contents. The EMP containers shall be closed-van, general-purpose freight containers; as defined in ISO 668. From its exterior EMP containers shall resemble, in all aspects, a standard tri-con type I shipping container. Three EMP containers coupled end-to-end, using captive connecting couplers, shall form an integral 20-foot module dimensionally equivalent to the type I container. All containers shall be NEW and UNUSED. Interested parties shall submit an initial synopsis (commonly referred to as "white paper"). This white paper should not exceed 10 pages, with an executive summary (short paragraph) on the effort, a technical description of the effort, a preliminary schedule, identification of risks, HEMP container management system concepts, and a rough cost estimate. Offerors should submit the white papers electronically to the NAVSUP FLC San Diego “ Seal Beach, CA point of contact below NLT 1:00 PM PDT 7-25-2012. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. White papers may be submitted any time prior to expiration of this announcement.
