Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii)This RFQ P12PS22867 and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-58. (iii) This solicitation is a total small business set-aside, NAICS 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance with a small business size standard of $7.0M. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv) The Government intends to issue a firm-fixed price purchase order to the responsible quoter whose total quote represents the lowest price to the Government. The National Park Service (NPS) New York Harbor Parks - Major Acquisition Buying Office (MABO), Staten Island, NY 10305 is seeking a qualified contractor to repair a building freight elevator to be able to transport and store large amounts and sizes of supplies, materials, equipment, within a three (3) story structure. (v) LOCATION: Gateway National Recreation Area - Jamaica Bay Unit - Floyd Bennett Field, Brooklyn, NY 11234. (vi) SITE VISIT: Can be arranged during normal business hours by contacting Brian Collier, Buildings and Utilities Supervisor, GATE, Jamaica Bay Unit, Floyd Bennett Field, Building #98, Brooklyn, NY 11234 Phone (718)338-3706. SCHEDULE of SUBMISSIONS: One (1) invoice must be submitted after successful delivery and acceptance. (vii) SCHEDULE: Period of Performance is for 30 days from issuance of the "Notice to Proceed". (viii) DOCUMENTS TO BE INCLUDED IN QUOTE: 1.A firm fixed price quote using bid schedule below. 2.Three (3) references of the proposed services within the past five (5) years 3.Name, phone number, and address of your point of contact. 4.Proof of current CCR Registration (ix) The Government intends to issue a firm-fixed price contract to the responsible quoter whose total quote represents the lowest price. (x)A quotation submitted in response to this solicitation is not an offer and, consequently cannot be accepted by the Government to form a binding contract. The purchase order is an offer by the Government to the vendor to buy supplies and/or services upon specified terms and conditions. A contract is established when the vendor accepts the offer. Be prepared with your company's DUNS number (available from Dun and Bradstreet at 1-888-546-0024) and your Federal Tax Identification Number (TIN). Amendments to the solicitation will be posted in the same manner as the solicitation; it is your responsibility to monitor the website. The government reserves the right to cancel this solicitation. (xiii)Quotes must be submitted via email to NPNHContracting_BidProposal@nps.gov, to the attention of Roselyn Sessoms, with a courtesy copy sent to roselyn_sessoms@nps.gov. The due date and time is 10:00am ET on Monday, July 16, 2012. The subject line should clearly identify the solicitation and project title. Failure to submit a response by the date and time established may result in the quote not being considered. (xiv)Applicable Wage Determination: WD 05-2375 (Rev.-12) Statement of Work SCOPE The work is the repair to the building freight elevator. OBJECTIVES The objective of this contract is to repair the building freight elevator to be able to transport and store large amounts and sizes of supplies, materials, equipment, etc. within the 3 story structure. REQUIREMENTS The contractor shall provide all labor, material, equipment, supervision, etc. to repair the building freight elevator. The work shall include the repair to the vertical rise gate including straightening the guide, reinstalling gate into guide tracks, furnishing and installing new chain rods and related chains, align and adjust vertical rise gate for proper operation, plumb and align gate tracks, replace gate counterweight guide shoes -realign bi-parting hoistway doors on the 1st, 2nd and 3rd floors, door tracks to be plumbed and reattached to shaftway walls, straighten and align hoistway door latches and locking mechanisms -align retiring cam motors and belts to all hoistway door interlocks and release assemblies -flush and clean hoist machine and motor of old contaminated lubricants, scrape and clean and remove oil reservoir of tar like substances, reseal all bearings and thrusts and add special worm and gear oils, thoroughly clean all grease fittings of hardened grease, open and clear all greasways and add new marine grade grease and thoroughly seal machine, tighten all main and counterweight rails and brackets, replace missing rail bolts and clean and oil rails -realign loading dock (exterior) bi-parting hoistway door, replace door drive motors and sheave assemblies Upon completion of the job the contractor shall operate and ensure that the freight elevator is in a safe and proper working condition. The work shall be in accordance with all applicable federal, state, and NYC code, laws, rules and regulations. The contractor shall provide proper protection for all equipment in the work area. The contractor shall be responsible for replacing any equipment damaged during the course of their work at no additional cost to the government. The contractor shall be responsible for disposal of all waste material generated during the project including the old parts, oil, grease, etc. and shall be disposed of in accordance with all applicable federal, state and local regulations. Upon completion of the work the contractor shall clean the work area and remove all debris from the site Upon award of the contract, the contractor shall complete the project within 30 days. 1.0GOVERNMENT FURNISHED PROPERTY N/A 2.0SECURITY The contractor shall notify the Facility Management Division of the Jamaica Bay Unit, @ 718-338-3338-ext.230, 240, or 269, of all site visits and work hours at least 48 hours in advance. 3.0PLACE OF PERFORMANCE The work site is Gateway NRA, Jamaica Bay Unit, Bldg.98, Floyd Bennett Field; Brooklyn, NY, 11234 PERIOD OF PERFORMANCE The period of performance is for 30 days from the issuance of the "Notice to Proceed" from the Contracting Officer. Bid Schedule: Line Item 0001: Contractor to provide all labor, material equipment, supervision, etc. to repair the building elevator at Floyd Bennett Field, Building #98 in accordance with the specifications listed in the Statement of Work. 1 LUMP SUM $ _____________________
