Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii)This RFQ P12PS22799 and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-58. (iii) This solicitation is a total small business set-aside, NAICS 238220, Plumbing, Heating and Air-Conditioning Contractors, with a small business size standard of $14.0M. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv) The Government intends to issue a firm-fixed price purchase order to the responsible quoter whose total quotation represents the lowest price for the Government. The National Park Service (NPS) New York Harbor Parks - Major Acquisition Buying Office (MABO), Staten Island, NY 10305 is seeking a qualified contractor to repair the air conditioning unit of Building 275 located on the southeast exterior of the building. (v) LOCATION: Gateway National Recreation Area - Jamaica Bay Unit - Floyd Bennett Field, Brooklyn, NY 11234. (vi) SITE VISIT: Can be arranged during normal business hours by contacting Brian Collier, Buildings and Utilities Supervisor, GATE, Jamaica Bay Unit, Floyd Bennett Field, Building #98, Brooklyn, NY 11234 Phone (718)338-3706. SCHEDULE of SUBMISSIONS: One (1) invoice must be submitted after successful delivery and acceptance. (vii) SCHEDULE: Period of Performance is for 30 days after award. (viii) DOCUMENTS TO BE INCLUDED IN QUOTE: 1.A firm fixed price quote using bid schedule below. 2.Three (3) references of the proposed services within the past five (5) years 3.Name, phone number, and address of your point of contact. 4.Proof of current CCR Registration (ix)The Government intends to issue a firm-fixed price contract to the responsible quoter whose total quoter represents the lowest price. (x)A quotation submitted in response to this solicitation is not an offer and, consequently cannot be accepted by the Government to form a binding contract. The purchase order is an offer by the Government to the vendor to buy supplies and/or services upon specified terms and conditions. A contract is established when the vendor accepts the offer. The due date and time is 11:00am ET on Monday 16, 2012. The subject line should clearly identify the solicitation and contract title. (xiv)Applicable Wage Determination: WD 05-2375 (Rev.-12) Statement of Work 6/6/2012 1.0BACKGROUND Repair of the USPP Building (Bldg.275) A/C unit located in Gateway NRA, Jamaica Bay Unit, Floyd Bennett Field, Brooklyn, NY 11234. The building functions as a police station 24 hours a day 7 days a week performing police activities involving officers, prisoners, visitors, employees, and the general public. SCOPE The work includes the repair to the building air conditioning unit located on the southeast exterior of the building. 2.0OBJECTIVES The objective of this contract is to repair the buildings A/C unit to ensure the comfort of the officers, prisoners, employees and the visiting public. 3.0REQUIREMENTS The contractor shall provide all labor, material, equipment, supervision, etc. to repair the buildings air conditioning unit and restore to normal operating parameters. The work shall include the removal and replacement of the 30 HP tandem compressor unit, suction refrigerant core drier, liquid refrigerant drier, 2-compressor motor protectors, 150lbs. of R-22 refrigerant, welding materials, freight charges, and labor costs. All replacement materials, equipment and supplies shall be completely compatible with the existing equipment and shall operate using the same controls, and the same voltages. The work shall be in accordance with all applicable federal, state, and NYC code, laws, rules and regulations. The contractor shall provide proper protection for all equipment in the work area. The contractor shall be responsible for replacing any equipment damaged during the course of their work at no additional cost to the government. The contractor shall be responsible for disposal of all waste material generated during the project including the old compressors, any fluids and gases, and it shall be disposed of in accordance with all applicable federal, state and local regulations. Upon completion of the work the contractor shall clean the work area and remove all debris from the site Upon award of the contract, the contractor shall complete the project within 30 days. 4.0GOVERNMENT FURNISHED PROPERTY N/A 5.0SECURITY The contractor shall notify the Facility Management Division of the Jamaica Bay Unit, @ 718-338-3338-ext.230, 240, or 269, of all site visits and work hours at least 48 hours in advance. 6.0PLACE OF PERFORMANCE The work site is Gateway NRA, Jamaica Bay Unit, Bldg.275, Floyd Bennett Field, Brooklyn, NY, 11234 PERIOD OF PERFORMANCE The period of performance is for 30 days after award.
