ARCHITECT/ENGINEER (A/E) SERVICES FOR INDEFINITE DELIVERY/INDEFINITE QUANTITY (IDIQ) CONTRACT Department of Interior, National Park Service C-Architect-Engineer Services Solicitation #Q12PS51055 Region: Southeast City: Atlanta State: Georgia FUNDING: Funds are NOT currently available. Task orders will be funded individually as requirements occur. This amendment is issued to 1) extend the submission due date and time 2) include the sign-in sheet from the pre-submittal conference held on June 25, 2012; 3) include a list of the current IDIQ contractors, 4) make clarifications to the FBO announcement; and 5) address questions resulting from the pre-submittal conference. The submission DUE DATE is extended to August 14, 2012 at 11:00 a.m. (est). The pre-submittal meeting SIGN-IN SHEET is attached hereto. List of Current IDIQ contractors: Wiley-Wilson, Inc. (Contract No. C5000082807); HNTB Corporation (Contract No. C5000082808); Grieves, Worral, Wright & O'Hatnick, Inc. (GWWO), Inc. (Contract No. C5000082809); Lord, Aeck and Sargent (Contract No. C5000082810); Quinn Evans Architects (Contract No. C5000082811); Watson Tate Savory Liollio (Contract No. C5000082812). The following clarifications are made: SUBMISSION PROCESS AND FORMATTING: All documentation will be in an 8 " x 11" format. The assembled content for the Phase I portfolio should be no more than 1/4 inch thick. Submissions may be double-sided where feasible. The portfolio should include the following: a cover letter referencing the FBO announcement and briefly describing the firm and its location, organizational makeup, and noteworthy accomplishments; Standard Form 330 Architect Engineer Qualifications Part II; and responses to the submission requirements and evaluation criteria listed below. Firms are required to submit their portfolio TO: National Park Service, SER East MABO, Attention: Laurie Chestnut, Contracting Officer, 100 Alabama Street SW, Building 1924, 5th Floor, Atlanta, GA 30303. Electronic submissions will not be accepted. Identification of team members, other than the Lead A/E Team, is not required at this phase. Consultant information should not be included in the Phase I portfolio. The Phase I submission will address the evaluation criteria listed herein and must include information about the Lead A/E Firm(s) only. The previous announcement used the word "Prime". This announcement replaces the word "Prime" with Lead. For this procurement, the Lead A/E Firm means an individual, firm, partnership, corporation, association, joint-venture, team or other legal entity permitted by law to practice the profession of architecture or engineering that will legally enter into a contractual agreement with the government and have contractual responsibility for the project design. The Lead A/E Firm is the individual or the team who will have the primary responsibility to develop the concept and or project design. In Phase II, the short-listed firms will be notified and asked to submit more detailed information indicating each member of the design team, including all outside consultants and sub-consultants. Sufficient time will be provided for the Lead A/E Firm to establish its team. The firms will be required to complete Standard Form 330 Architect Engineer Qualifications Parts I and II that reflect the entire design team. The Government will establish the detailed evaluation criteria and the date that these submittals are due and provide the selection criteria for the interviews along with the Phase I short-list announcement. The A/E Selection Board will interview each team in the Phase II Selection process. Candidates should be prepared to discuss all aspects of the criteria indicated and evaluation criteria as established for Phase II, and demonstrate their ability to fulfill all project requirements. Emphasis may be placed on the Lead A/E Firm's understanding of the unique aspects of the project, their design philosophy, project management process, and quality assurance plan. Responses to the evaluation criteria and interview questions will be used as part of the ranking. SUBMISSION REQUIREMENTS AND EVALUATION CRITERIA - Specific evaluation criteria in descending order of importance for Phase I are as follows. (1) Past Performance (35%): The A/E Firm(s) will submit a portfolio of not more than five new or renovation projects completed in the last ten years (maximum of five pages per project). At least two projects should include restoration/conservation work and represent a history of commendable design work in the restoration/conservation specialty. The narrative shall address the design approach with salient features for each project and discuss how the client's program, function, image, mission, economic, schedule, sustainability, energy conservation, life cycle cost, and operational objectives were satisfied by the overall design/planning solution. It should describe how preservation goals were met and address the relevance of submitted projects to this project, including the integration of contemporary functions and technology, if applicable, into an historic building. This section of the submission should include tangible evidence such as certificates, awards, peer recognition, etc. demonstrating design excellence, and provide a client reference contact for each project, including name, title, address, email, phone, and fax numbers. A representative floor plan, a site plan, a building section, or other appropriate drawing, and a minimum of four photographs must be included for each project. (2) Professional Qualifications and Technical Expertise of the Firm (25%). The A/E will address the qualifications of the proposed Lead A/E Firm staff (maximum of five pages per person) with particular emphasis on demonstrated knowledge and experience in architectural, historic architectural, sustainability, preservation, restoration, stabilization, rehabilitation, new construction, engineering, infrastructure development, landscape architectural design and planning projects; architectural, engineering and preservation technology, field documentation, and preparation of related reports and studies; and ability to meet licensing and/or professional registration, and complying with Federal, State and Local codes and regulations. (3) Philosophy, Approach and Intent (25%): The Lead A/E Firm will (maximum of two pages), as related to this project, address: the parameters of an overall design philosophy; approach to the challenge of historic public architecture and related issues including energy conservation; parameters that may apply in creating an effective approach to accommodating the cultural and historic fabric of the NPS; and a commitment to integrated and sustainable design. (4) Specialized recent experience (15%): Experience is defined as the work history of the company as opposed to their performance (how well the company provided the service). The Lead A/E Firm will demonstrate competency of the firm and staff in the design of (a) projects completed in the last ten years (maximum of five pages per project) that reflect architectural themes and settings to minimally impact and aesthetically compliment the cultural and natural environment; (b) projects that demonstrate successful integration of "The Secretary of the Interior's Standards for the Treatment of Historic Properties" or similar standards for preservation, rehabilitation, stabilization, restoration and reconstruction of historic properties; and (c) familiarity with the principles of sustainable design, new construction and similar project experience demonstrating the sensitive integration of natural and cultural resources. A total of three (3) copies of the firm's submission are required. The following information must be on the outside of the sealed envelope 1) Solicitation Number/Title, 2) Due Date, 3) Closing time. Late responses are subject to FAR 15.208(b) (1). QUESTIONS/ANSWERS RESULTING FROM PRE-SUBMITTAL CONFERENCE: 1.We are a prime that can address all but two of the 17 qualifications you listed. The qualifications we cannot meet are: engineering, landscape architectural design. We plan to submit as prime and indicate that these two qualifications will be addressed by members of our sub-consultant team that will be presented as part of the Phase II submission as we have previously had these qualifications addressed by sub-consultants on other similar term contracts. Is this acceptable? a) Yes. However, if this is part of the Phase I requirement, it may affect how you are evaluated. You can discuss how you intend to meet the qualification without providing information on your consultants. 2.How does this SE Region contract compete with the SR Region contract out of Denver for resources and projects? a) We do not compete with Denver. Our IDIQ contracts are separate and independent from Denver's IDIQ contracts. We are allowed to use the Denver SE Region IDIQ. Our practice is typically to use our contract first. 3.What is the average cost of a task order that has resulted from this contract in the past? a) This data has not been compiled. A task order may vary in size and dollar and is expected to be issued in the $2,500.00 to $500,000.00 range; most will be under $500,000.00. 4.Currently there are 6 incumbents who hold contracts in this region but the RFP states that you only intend to award 4 contracts. Please confirm that you are limiting the award to 4 teams for this RFP. a) The government reserves the right to award to as many or as little contractors it determines to be in its best interest. However, we fully intend to award to not more than four (4) firms. 5.For the Phase I submission, you do not want any sub-consultants represented at all? Please confirm. a) That is correct. 6. As a follow up to question 5, would it be acceptable to list the sub-consultant that relate to the qualifications with the understanding that they will not be considered as part of the prime in Phase I, OR will simply listing sub-consultants in the Phase I submission be grounds to disqualify the submission? We understand that you are making your decision based on the prime's qualifications, but we think it's important to at least make you aware that the prime will not be handling the contract alone, but with a team of qualified professionals. a) No, this is not appropriate nor recommended since sub-consultants are not required or requested during Phase I. Responding to the requirements in a way that is contrary to what is stated in the requirement, may result in a firm being determined non-responsive. You are permitted to include the statement that your consultant will be handling certain aspects of the requirements and you can state what those aspects are. 7.We intend to submit as the prime firm, but we are teaming with a new construction architect and a WBE historic preservation restoration architect. For the phase 1 submittal, shall we include examples of our past team work, as well as their resumes and individual projects? Or is this not required until we are possibly shortlisted? Do they need to make their own Phase 1 submittal to be considered for the shortlist? a) Please note the clarifications made above and the defining of the Lead A/E Firm. With this in mind, if you intend to "team" as defined above, then you should include information on the entire Lead A/E. 8.At the Pre-proposal meeting it was noted that the proposal date may be extended. Is this the case and has this date been determined? a) Yes. The submission date has been extended to August 14, 2012 at 11:00 am (est). 9.What level of asbestos/hazardous materials involvement is anticipated, since the firm will not be able to be indemnified? a) There will be some involvement. The A/E firm will be required to produce the specification/drawings in accordance with Federal, State and local regulations as applicable. Indemnification for this is not required. 10.For the Phase I submission is a Part II SF330 required for our entire consultant team or only for the prime contractor? a) Please refer to the clarification made above and herein. The Phase I submissions should only include information for the Lead A/E Firm. 11.Can you please clarify what is expected in the letter of intent? Is this a cover letter or is their specific content that you would like to see addressed? a) A letter of interest is required with the submissions. Please refer to the Submission Process and Formatting above. 12.I realize you will be clarifying the maximum "number" of pages allowed for the Phase 1 submittal, but will there be a minimum size font required as well? a) Yes. Please refer to the Submission Process and Formatting above. 13.Although the identification of the design team members are not required for Phase 1, if the firm submitting for this proposal knows who will compose the team, can they list and/or refer to these members when addressing the four (4) evaluation factors? a) Please refer to the government's response to question six above. Sub-consultants are not required or requested in Phase I. The government cannot say how a firm should respond to the evaluation factors. Please note that while firms will be asked to elaborate or expand on their qualifications, firms will not be allowed to provide the same information in Phase II as it did during Phase I; and in Phase II firms will be required to submit information about its consultants 14.Will the attendance roster from the 25 June "Pre-Proposal Meeting" be made available? a) Yes. It is attached. 15.Please provide a list of all current teams of existing contracts undertaking this same IDIQ scope with details of their prime and sub consultant relationship. a) A list of the current IDIQ contractors for A/E Services for this region is attached hereto. The detail about their relationships with their consultants is considered proprietary and is not dis-closable. 16.Please provide details of how a firm can be certified as a Small Business or is self-certification sufficient? a) I believe this is a self-certification. However, you will want to confirm this through the Small Business Administration. Their website is www.sba.gov. 17.Please provide the website of where we can find pre-certified firms such as women-owned, Hub zone, or disabled veteran owned firms. a) This question has no bearing on this procurement. However, the Federal website where one can locate a business is the Central Contractor Registration (CCR) System. The web address is www.bpn.gov/ccr. Otherwise you can contact your local PTAC (Procurement Technical Assistance Center) office. 18.Of the firms noted above which have National Park experience? a) There are no firms listed above. Even so, I would not necessarily know which firms have experience with the NPS. 19.Please clarify that the Prime Consultant is the only firm you want information on in the Phase 1 submittal and that you do not want any information on sub consultants we might have on our team. a) Please see previous questions and answers. 20.Should section 4 of the Phase 1 submittal be limited to the projects introduced in section or can additional projects be highlighted here? a) This is at your discretion. 21.NEPA/Environmental services were not listed in the Request for Qualifications, but doing the pre-proposal meeting these services were mentioned. Should sub consultants offering these services be included in a team seeking this contract? a) NEPA/Environmental services will not be utilized under this contract. If the comment made in the meeting implied the use of this contract to accomplish these services, then it was a mistake. The NPS will contract out separately for these services. Questions regarding this procurement must be submitted in writing to Laurie Chestnut, Contracting Officer and can be submitted by email to laurie_chestnut@nps.gov. Questions must be submitted not later than August 1, 2012 at 4:00 p.m. (est.). Any questions submitted after this time or that are not submitted in writing may not be addressed.
