Description
AMENDMENT 5 - QUESTIONS AND RESPONSES 1. QUESTION: Are all amendments included in latest amendment? RESPONSE: ALL INFORMATION HAS BEEN UPDATED. ANY AMENDMENTS WERE INCORPORATED IN EACH OF THE AMENDMENTS. IF YOU HAVE THE LAST SHOWING #5, THEN YOU WILL HAVE ALL INFORMATION UPDATED. 2. QUESTION: Task 2 calls for consultations with Native Hawaiians and other interested parties AND among these groups and NMFS staff. Is it the intent of the solicitation to have two sets of meetings one without NMFS staff present and one with NMFS staff present? RESPONSE: NMFS CAN BE PRESENT SO THAT THERE IS ONLY ONE MEETING PER ISLAND, OR THERE CAN BE SEPARATE MEETINGS WITH AND WITHOUT NMFS. NMFS WILL MAKE EVERY EFFORT TO BE AVAILABLE AS NEEDED TO ATTEND ANY MEETING - WE WILL LEAVE IT TO THE CONTRACTOR TO PROPOSE THE BEST APPROACH. 3. QUESTION: Can we assume that the consultations conducted in Task 2 will be used for the development of the CIA (Task 3) and for the Section 106 process (Task 4)? RESPONSE: YES, THE TASK 2 CONSULTATIONS CAN BE USED FOR THE CIA AND SEC 106 PROCESS, PROVIDED THEY ARE CONDUCTED IN COMPLIANCE WITH NHPA AND NEPA GUIDELINES. 4. QUESTION: The deliverable time schedule show 15 days between submittal of both the Draft CIA and Section 106 report and the Final CIA and Section 106 report. Can we assume that NMFS will review the documents and respond within that time frame leaving us adequate time to make any requested revisions? RESPONSE: YES, NMFS WILL PROVIDE TIMELY REVIEW - COMMENTS WILL BE BACK TO THE CONTRACTOR BY OR BEFORE 3 BUSINESS DAYS OF RECEIPT OF THE REPORTS. 5. QUESTION: Is the draft MOA or PA (Task 4) intended to be a part of the Section 106 report? If not, when is this deliverable due. RESPONSE: THE DRAFT MOA OR PA SHOULD BE PART OF THE FINAL REPORT. 6. QUESTION: Did the decision to revise these sections result from public comments to the draft PEIS, from concerns expressed by SHPD, OHA and NHOs, or a combination of all of these. It would be useful for the Contractor to know which stakeholders expressed concerns and what those concerns are so that they can be adequately addressed in preparing the implementation plan. RESPONSE: AMENDMENTS WERE MADE DUE TO INTERNAL GOVERNMENT REVIEW AND IMPROVEMENT BY THE GOVERNMENT. 7. QUESTION: One of the tasks outlined in the RFP is "identify historic properties, cultural resources, and religious and/or traditional practices that may be affected by the actions proposed in the PEIS and determine whether these properties are eligible for listing on the National Register of Historic Places. RESPONSE: THE LIST CAN BE REPRESENTATIVE OF THE TYPES OF PROPERTIES. IF THERE ARE PRE-EXISTING LISTS AND/OR LISTS ARE DEVELOPED DURING THE REVIEW PROCESS, THOSE SHOULD BE INCLUDED, BUT NMFS UNDERSTANDS THERE WILL BE LIMITATIONS ON THE LIST DUE TO THE SIZE OF THE AREA OF POTENTIAL EFFECT. THE APPROACH TO PROVIDING THE REPRESENTATIVE TYPES OF PROPERTIES AND MITIGATION MEASURES FOR THESE TYPES OF PROPERTIES SHOULD BE SPECIFIED IN THE PROPOSAL, PLEASE.
