Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 13 and with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. The solicitation number is 1104762, and is being issued as a Request for Quotation. The solicitation documentation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58, dated May 18, 2012. The associated North American Industry Classification System Code is 541711, Research and Development in Biotechnology, with a small business size standard of 500 employees. This acquisition is set aside for small businesses. Statement of Need The Food and Drug Administration, Center for Biologics Evaluation and Research (FDA/CBER) has a requirement for massive parallel sequencing (MPS) service for viral vaccine analysis within the Laboratory of Method Development (LMD), Division of Viral Products/Office of Vaccines (DVP/OV). As a part of a research project on genetic stability of viral vaccines, LMD requires the analysis of several samples of amplified cDNA prepared from vaccine samples and vaccine-derived viruses by ultra-deep sequencing. The information will be used for discovery and quantification of mutants in batches of viral vaccines. The Government requires a quote for the following work: A total of 200 samples will be provided by the Government according to the following schedule: On or About Date for Batch/Sample Size Government Shipment of Samples to Contractor 15 Sep 2012 1/10 15 Oct 2012 2/20 15 Nov 2012 2/20 15 Dec 2012 2/20 15 Jan 2013 2/20 15 Feb 2013 2/20 15 Mar 2013 2/20 15 Apr 2013 2/20 15 Jun 2013 2/20 15 Jul 2013 2/20 15 Aug 2013 1/10 The Contractor shall: 1. Analyze samples of TrueSeq DNA libraries prepared in LMD from vaccine samples and vaccine derived viruses utilizing 100bp end HiSeq 2000 Illumina sequencing analysis 2. Massive Parallel Sequencing, 20 lanes of HiSeq 2000 (10-12 samples per lane), 100 bp pair end sequencing 3. Must have maximum redundancy in sequencing; results for each sample must include tens of thousands of individual sequence determinations 4. Turn around shall not exceed 6 weeks for receipt of data for each batch 5. Contractor shall provide sequencing data results via secure web and CD Period of performance for this service is anticipated to be September 15, 2012 through September 14, 2013. The combination of technical acceptability and past performance are more important than price.
