Description
The U. S. Army Research, Development and Engineering Command, Aberdeen Installation Contracting Division, Aberdeen Proving Ground, MD intends to negotiate solely (as prescribed in FAR 6.302-1) with Quantum Applied Science and Research, 5764 Pacific Center Blvd. The contractor shall provide maintenance, repair, and upgrade of Aberdeen Test Center (ATC) mental workload instrumentation packages developed by Quantum Applied Science and Research (QUASAR). The instrumentation packages were developed by QUASAR under a Small Business Innovative Research (SBIR) effort. The instrumentation is one of a kind and QUASAR owns the intellectual property associated with the instrumentation. The repair, maintenance and upgrading of these instrumentation packages can only be performed by QUASAR as they have the intimate knowledge of these systems needed for the services. No other vendor would be capable of providing the services requested by ATC without having access to QUASAR's proprietary information on the instrumentation packages. The North American Industry Classification System (NAICS) for this requirement is 541712 and the size standard is 500 Employees. Interested persons may identify their interest, in writing, to the Government point of contact. Responses to this notice must be received no later that 1:00 PM, Eastern Standard Time, 24 July 2012. This notice of intent is not a request for competitive proposals or a solicitation of offers.
