Description
This sources sought notice is intended for market research purposes only. This is NOT a Request for Proposal (RFP), or any type of solicitation for competition, and this sources sought notice does not commit the Government to solicit or award anything now or in the future. There is not a finalized definitive requirement available at this time, this is only a potential upcoming requirement, and industry sources are being sought to respond to this notice with the information requested below. The purpose of this notice is to conduct market research to identify qualified and interested sources that could provide the services as stated. The U.S. Department of State is in search of potential sources for subscription of acquisition support services for a 12 month period, with possible option years, the subscription services would include the following: Daily Acquisition News emails and updates Monthly Publications for acquisition professionals in the community 24/7 Access to a website that acts as a one stop shop for an acquisition professional Knowledge Library & Productivity Tools with samples and templates available Full Acquisition Life-Cycle expertise and on-call research and analysis service via online support, including:Mission, Business, Strategic Planning Information Acquisition Program Management Support Requirements and Market Trends tools Procurement Processes, including Performance-Based Acquisition Source Selection, "Best Value" tools and advisement Contract Management, Performance Management tools and advisement Managing Risk advisement Contract Administration and Transformation tools/advisement Acquisition Workforce and Development tools/advisement COR Guidance and Acquisition Checklists or other tools eLearning Opportunities for full acquisition life cycle eLearning with ability to ask questions online Dedicated Support to answer an unlimited number of inquiries many with sensitive nature In-depth knowledge of U.S. Department of State-specific policy & procedures System transparency that allows a specific community of users to see what inquiries are occurring in the field or with the user base, that can report feedback to assist management with usage along with topical areas needed for more improvement/information sharing based on user base participation. If your firm is interested and has a web-based tool that provides the above, we request that your firm respond to this notice with the following information: 1. Company name, address, points of contact including phone numbers and e-mail addresses; 2. Company Cage Code and DUNS Number, Business size (large or small business, and if small indicate what types of small business concern (e.g. EDWOSB, Hubzone, 8(a), woman-owned, etc...) ; 3. Level of Facility Clearance Obtained by Company (e.g. Secret, Top Secret etc.); 4. Past Performance References along with descriptions of online website with either temporary access to work within for up to five (5) DOS representatives or screenshots of the available system being referenced in response to this notice; 5. Any certifications, special licensing or industry recognized awards or credentials your firm may hold, or describe experience level of personnel currently offering support, please describe current user bases supported as well; 6. Does your firm currently provide user metrics to the CO and COR on a monthly, quarterly, as needed basis that provides details on the questions being asked via inquiry support; who is asking them and general usage of the tool via login, phone and email. 7. What "off the shelf tools" are currently available and/or offered, by name, and what agencies are using this tool and how many users. 8. Is there a ceiling/maximum number of users that can access the "off the shelf tool" at one time? 9. As number of subscribers/users increase, how does your firm accommodate and or respond to the growth of customer base, keeping in mind quality over quantity approach to the service offered? 10. Is your firm accredited to qualify as providing Continual Learning Points towards a FAC-C or FAC-COR certification program? Does your firm provide CLPs to users and do they have a method to track how many CLPs each user has earned, please describe this process? All of the 10 items above should be addressed in your firm's response to this notice, any questions can be made to the points of contact listed on this notice, please address each of the 10 items above to the best of your firm's ability given time and resources. There will be NO compensation for responses to this sources sought notice, all participation is purely voluntary and shall incur no costs to the Government. All submissions should be sent in via email to SanchezVJ@state.gov and aldermanML@state.gov by the notice response date referenced on these sources sought notice.
