Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) website located at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the Internet, NECO is the alternative site in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command (NAVSEA). NAVSEA or Supervisor of Shipbuilding (SUPSHIP) Groton intends to issue a task order under the submarine repair basic ordering agreement N00024-10-G-4304 with General Dynamics, Electric Boat Corporation (EB) of Groton, Connecticut in accordance with FAR Subpart 6.302-1 to perform advance planning in support of potential repairs of the fire damage to the USS MIAMI (SSN 755). The work will be performed at Portsmouth Naval Shipyard, Portsmouth, New Hampshire. Advance planning for potential repairs will include, but not be limited to: design, studies, documentation, schedules, reports, engineering, ship checks, meetings, preliminary shipyard work services, and other resource coordination, integration, under a proposed teaming agreement between EB, Huntington Ingalls Incorporated/Newport News Shipbuilding (HII/NNS), and Portsmouth Naval Shipyard (PNS). This work will be sole sourced to EB in accordance with FAR Subpart 6.302-1. The statutory authority for the sole source is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This solicitation is for the planning phase of the restoration effort. This notice is neither a request for competitive proposals nor a solicitation for offers. A determination by NAVSEA not to compete this requirement based on responses to this notice is solely within the discretion of NAVSEA. Numbered Note 22 applies.
