Description
The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to issue a sole source Contract to Sesame Workshop, 1 Lincoln Plaza 4th FL, New York, NY 10023-7180 for continuing hosting, maintenance and upgrades for the highly successful Sesame Workshop Military Families Near and Far website and its related mobile applications (www.FamiliesNearAndFar.org), which contains the electronic videos from all three TLC programs for which they own all IP. Currently 2 apps exist in both Android and ios formats. The website and applications were created to support the highly successful Talk, Listen, and Connect program which was developed under multiple contracts since 2007 and continues to support psychological resilience in millions of military children (ages 2 to 10) and adults. The program was designed to assist military families coping and adjusting to deployments, multiple deployments injured family members, reunions, and grief associated with the loss of a loved one. Sesame Workshop is the exclusive provider and holds full copyrights for the kits. In addition the Government request approval to develop a new mobile app that aligns with and extends the Military Families Near and Far online experience need to be develop. The design will be determined based on consultation with experts and be compatible with a wide variety of popular mobile platforms. Production values will be of highest professional quality and leverage assets from Sesame Street or Electric Company as most appropriate. Mobile applications developed under this effort must support and upgrade all previously designed outreach materials developed under both the Talk, Listen, Connect and Military Families Near and Far programs and may include a wide variety of high-impact topics for military children and families including reunions, post-deployment challenges, re-deployments, family psychological health issues, healthy habits, and family relocations. The exact topic for each mobile application developed under this contract will be determined by military experts based on the most current needs identified for military families. These new mobile enhanced applications shall be aligned and integrated into the already developed applications quarterly. This notice is not a request for competitive offers/quotes/proposals. Any firm that believes it can provide the stated capability is invited to submit written notification with supporting evidence in sufficient detail to demonstrate the firm's ability to provide the stated capability. Information can be sent to the Contracting Specialist at USAMRAA, Attention: Marvin Bethel (MCMR-AAA-P), 820 Chandler St., Frederick, MD 21702-5014 or marvin.bethel@amedd.army.mil by July 19, 2012, 2:00 PM EST ten (10) calendar days after public of this notice IN ORDER TO BE CONSIDERED. Information received will be considered solely for the purposes of determing whether to conduct a competitive procurement. The NAICS code is 512110. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with a sole source contract to Sesame Workshop. No telephone requests will be accepted. Contractors must be registered with the Central Contractor Registration (CCR) database (http://www.ccr.gov/) at time of award is issued and throughout the term of the contract.
