- The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia Site intends to solicit, on a sole source basis, the procurement of a torque meter system that will be installed on the port side engines onboard LCAC 91 from MagCanica, Inc., 4204 Jutland Dr., San Diego, CA 92117. The torque meter system uses magneto-elastic measurement technique that is required due to the ambient environment, centrifugal force and location on the engine (Oil wetted and hot temperature). MagCanica, Inc. developed the torque meter system under SBIR initiatives with NAVAIR and NAVSEA. This process is proprietary to MagCanica, Inc. The solicitation is expected to result in a Firm Fixed Price (FFP) Purchase Order. Upon its release, the solicitation will be made available electronically at www.neco.navy.mil. A hard copy of the solicitation will not be made available. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instructions. The solicitation is expected to be released within 15 days of this posting. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to the closing date will be considered by the Government. A determination by the Government not to compete with this proposed Contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
