- SSN 2012-S-055-SETA Past Performance Mapped to SSN Requirements - Matrix THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO PREQUALIFY VENDORS. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The United States Senate Office of the Sergeant at Arms (SAA) is seeking qualified sources for multiple award ID/IQ contracts to provide Systems Engineering and Technical Assistance (SETA) services. The SAA procures goods and services to support the United States Senate in the areas of information technology; telecommunications; system and network development; security; financial management; data management; printing and graphics; warehousing and other essential infrastructure functions. The SAA requires SETA services for program and technical management support, technical evaluation, operations support, program planning and oversight, test and evaluation, project analysis, risk mitigation, data development and management, verification and validation, market research, analysis and definition of procurements requirements, development of statements of work and solicitations, and provide evaluation assistance for technical and cost proposals. Since the scope of this procurement includes requirements definition and technical direction, the successful Offeror(s) awarded a task order will be excluded from any contract competition for the provision of those products and services to the Senate as a result of the Offeror's participation in acquisition planning with the Senate. The successful Offeror can also not have a financial or controlling interest in any manufacturer or distributor of recommended products or services. REQUIREMENTS : Qualified sources shall demonstrate their ability and experience in performance of the following tasks: 1) Identify and document Senate procurement requirements; 2) Identify and document features and functions of systems; 3) Identify and document system capacities and upgrade capabilities; 4) Develop criteria for new systems, ensuring interoperability with existing systems; 5) Develop technical specifications for a Senate procurement; 6) Recommend criteria for evaluating technical responses; 7) Recommend delivery schedules; 8) Assist in the proposal evaluation, both technical and cost, during the selection process; 9) Identify "strength and weaknesses" in proposals; and, 10) Verification and Validation services. Responses shall contain: 1) General Information about your firm: a) Company Name: b) Address: c) Point of Contact: d) Telephone Number: e) E-mail address: f) DUNS Number: and g) Tax ID Number; 2) A narrative discussion of your firm's experience and ability to meet requirements 1 through 10 above; 3) P ast performance references for your four (4) most recent customers/clients in the last three (3) years for projects or contracts demonstrating your firm's direct experience meeting requirements 1 through 10 above. NOTE: Each past performance reference provided shall not exceed one (1) page. The following information must be provided for each past performance reference: a. organization name b. point(s) of contact (POC) who can speak to the details of the project, the title of the POC and their phone number c. contract number d. project title e. period of performance f. short, concise description of work conducted related to the requirements 4) Complete the past performance matrix template, provided as Attachment A to the SSN, and submit it with your response. An example of a complete matrix is provided below showing how each past performance reference submitted aligns with the ten (10) requirements specified in the SSN. Verification and Validation services X INSTRUCTIONS: The information contained in this notice will be the only information provided by the Senate during the Sources Sought process. All qualified sources should respond to this Sources Sought by submitting an information package in accordance with the instructions provided. Failure to provide information on items 1 through 4 above in the Response will result in disqualification of the vendor from further consideration. Vendors responding to this notice and deemed qualified by the SAA may be requested to submit a proposal in response to a solicitation. Only vendors deemed qualified will be invited to submit proposals. If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation in late August 2012. However, the SAA reserves the right to award an IDIQ contract to a vendor deemed highly qualified based upon the vendor's submitted response to this Notice. The SAA will not conduct debriefings on the results of this qualification process based upon the anticipated volume of responses it will receive. Neither the SAA nor the Senate will be responsible for any costs for the preparation of responses to this request. Responses to this Sources Sought request are due to the POC no later than July 31, 2012, at Noon EST, and shall be submitted electronically via email only to the attention of Kathleen M. Haddow at Acquisitions2012@saa.senate.gov. The subject line of the email message shall be: SSN 2012-S-055 SETA. No other method of transmittal will be accepted. The response shall not exceed twenty (20) pages which shall include the narrative, completed requirements matrix and the past performance information but excluding company and product brochure/literature. Unnecessarily elaborate submissions are discouraged. Pages over the page limitation may be discarded. Access by the SAA to information in any files attached to the response is the responsibility of the submitting party. Neither the SAA nor the Senate is responsible for any failure to access vendor information. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT NOTICE AND IS THE ONLY INFORMATION PROVIDED BY THE SAA OR SENATE.
