- Line Item 0001 : NSN 1730013296355RN, Part Number 7186-010, Hydraulic Jack Tester The Jack Tester is a large, permanently installed fixture used for static load testing of hydraulic jacks with capacity of 75 tons. The structural steel base of the tester is installed in a concrete base 14 feet wide and 15 feet long at ground level to support two vertical columns set 110 inches apart. A top column support ties the columns together and supports a 2 ton electric hoist. A movable beam assembly, below the hoist, is guided by the columns and supported by the hoist. The jack tester can be used to verify that a jack under test can generate the required tonnage, that the jack can withstand the rated load and that the safety relief valve works as it should. Basic Quantity for Item 0001 is two (2) each. Also included are two options: Option I for a quantity range of 1-5 EA and Option II for a quantity range of 1-5 EA. Options may be exercised for USAF or FMS. Delivery is required 180 days ARO Contract/Exercise of Option, as applicable. Basic quantities are USAF and will ship (1) each to FE6021 and (1) each to FE6044. Delivery locations for options will be determined at time option(s) is exercised. Line Item 0002 : Technical Manuals - Requirement includes d evelopment and delivery of new MIL-SPEC technical manual covering the Operation and Maintenance Manual, with Illustrated Parts Breakdown (IPB), in Work Package Format IAW Section 2, TO types (Table 1) in SGML format to support the Hydraulic Jack Tester program's objectives. This solicitation is being issued as a 100% small business set aside. Offerors shall prepare their proposals in accordance with mandatory, explicit and detailed instructions contained in the RFP. It is anticipated that the RFP will be released on or around July 13, 2012. Proposals will be due on or before August 12, 2012. The RFP and technical data package will be posted to the Federal Business Opportunities (FBO) website. NO HARD COPIES WILL BE PROVIDED. NO TELEPHONE REQUESTS WILL BE HONORED. Offerors are encouraged to register to receive notification for solicitation and all amendments/revisions and to check the FEDBIZOPPS site prior to submission of proposal. Based upon market research, the Government is not using policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested parties may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. All questions regarding the RFP and/or the data package must be submitted in writing to Tosha.Wilson-Davis@robins.af.mil with copy to Kathryn.Canady@robins.af.mil. NO TELEPHONE QUESTIONS WILL BE ACCEPTED. All questions and answers will be uploaded to FBO. However, the identity of the potential offeror will not be included. IAW FAR 5.207(c)(14)(ii), One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.
