- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6068, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI) plans to procure on a sole source basis with Atlantic Lab Equipment LLC, PO Box 4405 Salem, MA 01970 for a EndNote and Reference Manager software and EndNote service. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 541511 and the business size standard is $25M. Period of performance is for twelve months from time of award. It has been determined that there is no opportunity to acquire green products or services under this contract. EndNote and Reference Manager provides integrate searching, writing, and bibliography creation into one streamlined process that results in submission ready manuscripts. EndNote for Windows and Macintosh is an all-in-one tool that integrates the following tasks into one program: - Search bibliographic databases on the Internet - Organize references, images, PDFs and other files - Watch the bibliography and figure list appear as you write. - Collaborate using EndNote Web, the Web-based research and writing tool Reference Manager is a multi- purpose program with these key functions: - Online Reference Searcher: Collect references from remote bibliographic databases - Database Manager Organize your personal reference collection easily Web Publisher - Publish your reference collection on the Web or an intranet - Bibliography Builder: Format bibliographies instantly - Easy Reference Sharing: Share references on a network edition Thomson Reuters (Scientific) is the only source for acquisition and support of the EndNote and Reference Manager software. NCI, NIAID, and NICHD researchers have been utilizing and relying on EndNote and Reference Manager since 2002. The scientific community requires the continued use of this integrate searching, writing, and bibliography creation software for their research. The EndNote and Reference Manager software have unique features and the NCI, NIAID, and NICHD researchers' needs can only be met by EndNote and Reference Manager. The following are some of the unique features: • EndNote creates instant bibliographies. It locates citations with Cite While You WriteTM (patent pending) technology. The bibliography appears as the researcher inserts citations in their manuscript. • EndNote organizes image files. It tracks images including charts, figures and equations with a caption or keywords. • EndNote finds full text articles automatically. EndNote will locate and download full text articles with no additional steps required. The researcher selects one or more references, a group, or an entire library and EndNote will scan for the full text articles. When the full text is found, EndNote downloads and links it to the appropriate reference automatically while researcher continues with their work. • Reference Manager includes a simple Web publishing tool for researchers to post reference collections on the Web (intranet or internet). Researchers control whether visitors have Read-Only or Read-Write access to the published databases. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on July 24, 2012. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
