NB684070-12-05070 synopsis/solicitation The Department of Commerce, National Institute of Standards & Technology (NIST), Physical Measurement Laboratory (PML) has a requirement for a tunable continuous-wave laser for the purpose of equipping the dynamic force laboratory. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. FAR PART 13, SIMPLIFIED ACQUISITION PROCEDURES, IS UTILIZED IN THIS PROCUREMENT. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-59. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516- Analytical Laboratory Instrument Manufacturing with a small business size standard of 500 employees. This requirement is unrestricted and all interested vendors may submit a quotation. BACKGROUND Determining dynamic forces is critical for various aspects of US industry including machining processes, detecting machine-cutting forces, controlling feeds of materials under varying conditions, "continuous" or "on-the-fly" calibration of secondary standards, fatigue machine calibrations, in-motion weighing, crash testing, nanomanufacturing, materials properties, and characterization of medical devices. NIST proposes to establish a dedicated facility to demonstrate the ability to provide traceable dynamic force calibrations and to standardize the measurement process by development of SI-traceable dynamic force realization and dissemination at the NMI level. As part of this effort, the Mass and Force Group, Quantum Measurement Division, PML, NIST, is in need of a tunable continuous-wave laser for the purpose of equipping the dynamic force laboratory.
