- Contract was awarded under FAR 6.302-1. Myron Bowling Auctioneers was previously awarded a contract for the management and care of horses located in Illinois and Wisconsin in the Rita Crundwell case. On April 17, 2012, Rita Crundwell, comptroller for the City of Dixon, Illinois, was arrested by the Federal Bureau of Investigation (FBI) for wire fraud. Ms. Crundwell was accused of embezzling $53 Million from the City of Dixon. On April 18, 2012, the U.S. Marshals Service was notified by the FBI that Ms. Crundwell's bank accounts had been frozen. The defendant was using embezzled money for the care and maintenance of over 300 horses located in various locations nationwide. Since her accounts were frozen, the farms/ranches did not have the means to care for the horses. Farms continued to care for the horses after this date with their own funds even though they were unsure if they would receive payment. The government recognized that there was an immediate need to care for the animals. If a contract was not awarded immediately, the lives of the horses would be at risk. In addition, since the government froze the accounts that were used to feed and care for the horses, the government would have been seen as directly responsible for any harm that came to the horses while these services were suspended. It was determined to contract with a firm that would oversee the farms currently caring for the horses to limit the risk of health concerns to the animals. One of the roles of the USMS is to ensure that assets subject to forfeiture remain in the same condition as they are seized. By utilizing the same staffing, the maintenance, care, and training of the horses would be conducted in the same manner as prior to forfeiture, thus lowering the risk of any degradation in the condition of the horses.
