- Attachment to SOW The Office of the Chief Information Officer, NIH, is seeking capability statements from organizations (NAICS 541512, small business size standard) with experience with providing enterprise level in Technical and Professional support services. This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classification as a Small Business, relative to the NAICS code. This requirement is being awarded using GSA Group 70 SIN 132 51. Other set-aside organizations that are on this schedule are strongly encouraged to request a copy of the solicitation. 4.0 OBJECTIVE The objective of this SOW is to acquire contracted technical and professional services to support CIT with a variety of mission responsibilities in the areas of program and project management, communications and community development, requirements development, testing and training, as they pertain to IT initiatives focused on healthcare, biomedical research and bioinformatics. 5.0 SCOPE OF WORK The scope of this work will involve technical and professional IT services that will allow CIT to quickly respond to varying IT enterprise application requirements of its customers. 6.0 TASK AREAS Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government, as needed to perform task assignments at the direction of the Contracting Officer's Technical Representative (COTR) in the Task Areas specified below. Task assignments performed under this SOW will vary in scope and include time-frames that may involve short deadlines and a need for immediate staff augmentation. 6.1 TASK AREA 1 - PROGRAM SERVICES 6.1.1 Delivery Order Level Program Management Support The Contractor shall provide support for the technical and functional activities at the Delivery Order level needed for successful program management of this SOW, including but not limited to the following: •Prepare, maintain, and follow a written Delivery Order Management Plan outlining the management approach, management controls, and organizational resources to be employed, and deliverables and delivery dates. The Delivery Order Management Plan shall be submitted to the COTR in accordance with the delivery schedule in Section 7.0 of this SOW. •Provide the necessary centralized administration, documentation and other related functions, as well as requirements gathering and development tasks necessary to complete this SOW. •Provide separate monthly status and invoice reports that monitor the progress, cost, schedule, quality assurance, configuration management, and security management as applicable to the individual task assignments under this SOW. In addition, the Contractor shall provide weekly updates informing management of the status of each task assignment. •Ensure that each task assignment provided by the COTR shall directly support program area mission responsibilities as specified in this SOW. 6.1.2 Program Management Office The Contractor shall develop and/or provide support for senior-level oversight through a Program Management Office (PMO). The PMO shall provide services to assist with planning, executing, and reviewing program performance, stakeholder alignment and buy-in, and communications interfaces. Activities shall include but not be limited to the following: •Accomplish all program management activities including but not limited to visioning, developing strategy, scoping, estimating, and scheduling. •Develop a new, or provide assistance to an existing, governance structure charged with overall management of the program. •Periodically assess high level mission, goals and objectives against progress. •Develop plans to support portfolio management initiatives and budget cycles. •Ensure that activities are focused on evaluating measurable outcomes to ensure program performance is reviewed periodically and recommend mid-course corrections where applicable. •Accomplish all stakeholder strategy development, stakeholder engagement and relationship management. •Accomplish required financial management activities. •Provide resources that accomplish all required verification and validation. •Adhere to all applicable policies, regulations, standards and processes. •Perform all necessary metrics and evaluation, including data collection activities and personal interview services. •Provide organizational change management initiatives and related activities. 6.1.3 Project Management Support The Contractor shall support various team efforts to specify, develop, manage, administer or review discrete project management activities within and between administrative, technical and scientific domains. Activities shall include but is not limited to the following: •Prepare and document project plans for each task assignment including charters, overall project plans, requirements specifications, test plans, architectural and software development plans, and PMO activities. •Prepare and deliver project plan presentations for executives, project teams, and other project stakeholders. •Monitor and execute against the plans. •Prepare and deliver presentations for system implementation plans. •Prepare and deliver project approach documentation describing best practices, implementation guidelines, and task approaches for all task assignments. •Support project level risk management and status reporting requirements. •Support quality assurance requirements. •Support compliance with the HHS Enterprise Performance Lifecycle (EPLC) Framework, the NIH Capital Planning and Investment Control (CPIC) process, and HHS/NIH enterprise architecture and IT security standards. •Provide assistance with meeting facilitation support and developing agendas and minutes, whether face-to-face or online. 6.1.4 Program and Project Evaluation The Contractor shall provide support to assist evaluate program areas and associated projects from both the strategic and tactical viewpoints. Activities shall include but is not limited to the following: •Accomplish project assessment, forecasting, and development of strategies for success. •Provide business process management (BPM) and reengineering (BPR), and data modeling. •Develop recommendations for project recovery efforts. 6.1.5 Best Practices Consulting The Contractor shall assist senior program staff to develop repeatable, systematic approaches that deliver consistent outcomes. Activities shall include but is not limited to the following: •Capability Maturity Model Integrated •Project Management Professional •Information Technology Infrastructure Library •ISO 9000 •Facilitation strategies •Risk management •Automated testing 6.1.6 Community Outreach The Contractor shall assist in developing and supporting processes and activities that are meant to create awareness and acceptance of deliverables. Activities shall include but is not limited to the following: •Assist in bridging communications between members of the academic community, patient advocates, commercial technology firms and other key stakeholders. •Solicit and promote adoption of products, processes and standards. •Collect feedback and perform validation of delivered artifacts. •Assist in developing special interest groups; and facilitating workshops, strategy groups and advisory boards. •Perform analyses of training needs. 6.2 TASK AREA 2 - TECHNICAL SERVICES 6.2.1 System Architecture Support The Contractor shall support various project efforts to document and establish the system architecture and recommend architectural decisions and implementations. Activities shall include but is not limited to the following: •Support and assist technical management in defining, documenting,and publishing the architectural components. •Provide technical support to the project development and project management teams. •Work with a project's technical partners, 3rd party organizations and vendors to leverage existing technologies and tools in the scientific community to establish the project architecture. •Communicate architectural suggestions and decisions to the development leads and teams. •Develop compliance with the NIH Enterprise Architecture. 6.2.2 System Design The Contractor shall support various project efforts to design and implement the interfaces, modules, and data stores that will compose the overall project system. Activities shall include but is not limited to the following: •Process and translate project requirements to system design elements and documentation. •Support implementation of data integration and migration efforts to provide a common framework and access point for scientific data. •Support implementation of interfaces, modules, and data stores for project data access, analysis, processing, and collection tools. •Provide development process and methodology expertise to support an environment of evolving system requirements and users. •Provide unit, system, and integration tests. •Collaborate with 3rd party organizations and vendors to integrate their toolsets and utilize their capabilities within a project. •Collaborate with technical teams from user sites in order to analyze and integrate their datasets into a project. 6.2.3 Implementation and Release Management The Contractor shall support the release of multiple product lines in a managed and coordinated fashion, and will help develop and maintain policies for the release management programs. Activities shall include but is not limited to the following: •Support collaboration between and within product groups and entities to manage efficient delivery of software, documentation, tools, training materials and other project artifacts. •Supports development of plans that focus on timelines and product release schedules. •Support evaluation and implementation of tools and technologies to manage delivery. 6.2.4 Business Analysis/Requirements Management The Contractor shall support efforts to analyze, document and report on business processes and rules, analyze and document requirements for system development, and communicate this information to test and development teams. Activities shall include but is not limited to the following: •Document the current business processes. •Develop "to-be" business processes based on input from client stakeholders. •Meet with management and provide facilitation. •Research and advise management on requirement best practice approaches. •Prepare requirements documentation including validated, tailored approaches that take into account best practices as well as NIH program realities. •Work with user groups, often including scientists and other subject matter experts, and stakeholders, to define and prioritize project system requirements. •Prepare and document all functional, technical, and security requirements in a consolidated location, with sufficient detail to develop and test the application. •Work with the project development and test teams to define development and testing strategies for the target application(s). 6.2.5 Quality Assurance Management The Contractor shall support management with activities to review products and processes to ensure compliance with requirements, plans, standards and procedures. Activities shall include but is not limited to the following: •Develop and execute quality assurance processes. •Develop and execute change management procedures. •Establish and execute a configuration management policy and review compliance. 6.2.6 System Testing The Contractor shall support efforts to define, manage, and implement system testing for the system in support of the program. Activities shall include but is not limited to the following: •Research and advise management on system testing best practice approaches. •Prepare test planning documentation including validated, tailored approaches that take into account best practices as well as NIH program realities. •Implement test cases in coordination with development team iterations. •Work with development teams to define test cases, log system errors, and validate error fixes. •Where applicable, develop automated test routines. 6.2.7 User Support The Contractor shall support the PMO in all aspects of designing, establishing, implementing and operating projects and supporting project users and stakeholders. Activities shall include but is not limited to the following: Provide support for the communications and functions that support the NIH in engaging the scientific community, special interest groups and other external partnerships as they emerge. •Facilitate user workgroups and workshops and provide feedback for requirements team. •Perform system demonstrations. •Provide help desk functions and feed issues to the requirements team as appropriate. •Develop communications and presentations, and support conference requirements. •Provide support for user account management and access rights. •Support the design and implementation of data center operations and infrastructure support. •Design, develop and deliver training through the classroom. •Design and run interactive training sessions. •Create training materials and use cases. •Work with technical staff to define functional needs. 6.2.8 System Verification and Validation The Contractor shall support processes that insure a deliverable meets specifications and fulfills its intended purpose. Activities shall include but is not limited to the following: •Evaluate whether a given product meets the original specifications (was the product built correctly?), document deviations from the specifications, and recommend corrective courses of action. •Evaluate that the product will be used according to specifications (was the right product built?), and that the original specification was correct. 6.3 TASK AREA 3 - PHASE-OUT PLAN (OPTIONAL) In the event the Government re-competes the requirements of this SOW and prior to completion of this Delivery Order's period of performance, the Contractor shall, at the Government's option, provide the Government with a Phase-Out Plan that shall ensure an orderly and successful transition of the remaining tasks to a successor contractor should the incumbent Contractor not be selected during the re-competition. As part of the Phase-Out Plan, the Contractor shall adequately train the successor contractor's employees following any re-competition of the requirements specified in this SOW. 7.0 SEE ATTACHMENT -DELIVERABLES/DELIVERY SCHEDULE The Contractor shall provide the following deliverables for review and acceptance by the COTR: Any written deliverable products shall be submitted in draft format for review, comment and approval by the COTR. Final copies of approved drafts shall be delivered to the COTR within five (5) business days after receipt of the COTR's comments. Any written draft deliverable products shall be submitted in a quantity to be specified by the COTR for each deliverable sufficient for distribution to appropriate reviewers and one electronic copy for review and comment. Final deliverable products shall be submitted as three (3) final bound copies and an electronic copy. Other quantities and formats may be submitted after prior approval from the COTR. Electronic copies will be submitted in Microsoft Office 2003 format unless prior approval for another format has been obtained from the COTR. The Contractor shall submit an annual Section 508 report in accordance with the schedule set forth in Provision 22.0, ELECTRONIC AND INFORMATION TECHNOLOGY ACCESSIBILITY, below of this SOW. The Section 508 Report Template and Instructions for completing the report are available at: http://www.hhs.gov/od under "Vendor Information and Documents." All electronic reports submitted shall be compliant with Section 508 of the Rehabilitation Act of 1973. Additional information about testing documents for Section 508 compliance, including specific checklists, by application, can be found at: http://www.hhs.gov/web/508/index.html under "Helpful Resources." All paper/hardcopy documents/reports submitted under this Delivery Order shall be printed or copied, double-sided, on at least 30 percent post consumer fiber paper, whenever practicable, in accordance with FAR 4.302(b). 8.0 DELIVERY ORDER TYPE This GSA FSS Group 70 Delivery Order is Indefinite-Delivery, Indefinite-Quantity (IDIQ). [Reference: Federal Acquisition Regulation (FAR) 16.504] 9.0 PLACE OF PERFORMANCE Task assignments under this SOW shall be performed at both Federally-controlled and non-Federally-controlled facilities, including the Contractor's facility, depending upon CIT program requirements. Information Requested: Sources having the ability to provide the professional services described above shall provide clear and comprehensive information supporting their experience, past performance and pricing.
