Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA) on behalf of the National Human Genome Research Institute (NHGRI) to negotiate and award a purchase order on a noncompetitive sole source basis to Nanostring Technologies INC., 530 Fairview Ave N STE 2000, Seattle, Washington 98109-5576 for the preparation of a set of 459 customized molecular probes for the N-counter system. Background: NHGRI will acquire a set of molecular probes for the Nanostring N-counter system, which will allow for the simultaneous measurement of gene expression for 459 RNAs encoding transcription factors. NHGRI will use this set of molecular probes to establish a high-resolution expression timeline for the complete set of transcription factors expressed during the blastula stage of zebrafish development. This information will ultimately help researchers identify and treat the causes of birth defects in humans and animals of economic importance in the following way. First, such an expression timeline will enable the international community of zebrafish developmental biologists to select comprehensive co-expressed sets of transcription factors and go on to de-code the gene regulatory networks of transcription factors that determine the zebrafish body plan. Second, because gene regulatory networks in zebrafish are highly conserved in related vertebrate organisms, this information will illuminate our understanding of how gene regulatory network dysfunction leads to birth defects in humans and the vertebrate animals upon which we depend (i.e., livestock and food fish). Sole Source Justification: This is a very new technology that enables the direct measurement of RNA levels without any steps of molecular cloning or artificial amplification. The continued use of this vendor by NCATS is imperative to studies that are currently in progress. NCATS has invested substantial time and effort in perfecting the use of this particular technology and with working with the current vendor. Switching technology during this pilot study stage, even if it were available, would be counterproductive and costly to the Government. Statement of Work: The Contractor shall prepare a set of 459 customized molecular probes for use on the N-counter system. The contractor shalll design and manufacture a custom set of 459 probes to be used with the Nanostring reader system, which the NIH already has in the NCI DNA minicore. The 459 probes are specific to 459 zebrafish RNAs encoding a corresponding 459 transcription factor proteins. A sufficient quantity of each probe shall be provided to allow n NHGRI to perform 48 independent measurements. The production time for these 459 will be between 4 to 8 weeks. Government responsibilities: Through these 48 measurements, NHGRIwill determine a detailed timeline for the expression RNAs encoding each of these 459 transcription factors, which will be an immense step forward for Dr. Feldman and other developmental biologists in efforts to de-code the transcriptional regulatory processes that control early vertebrate development and patterning." Period of Performance: 4-8 weeks after award date. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification Code (NAICS) is 339999 and the Size Standard is 500 Employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
