- Market Survey/RFI The Defense Logistics Agency (DLA) is conducting a Market Survey/Request for Information to improve the agency's understanding of the current marketplace and to identify potential sources capable of performing on requirements utilizing the following North American Industrial Classification System (NAICS) Codes. Interested sources must respond with information to confirm evidence of their qualifications, capabilities, and experience. Responses to this market survey will be used to determine if there is adequate competition to set requirements aside for Small Businesses, Service Disabled Veteran Owned Small Businesses (SDVOSB), 8(a) Small and Disadvantaged Businesses, Woman Owned Small Businesses (WOSB), or HUBZone Small Businesses. DLA is committed to developing a robust small business vendor base. INFORMATION REQUESTED If after reviewing this request, you desire to participate in the market research, you should provide information that supports your company's capability by answering the questions below. Failure to provide the requested information may result in the government being unable to adequately assess your capabilities. Market survey responses shall provide, at a minimum, clearly annotated answers to all of the following questions: 1. Does your company have previous experience performing under one or more of the listed NAICS Codes? Please briefly describe the level of complexity and the extent of your company's experience. 2. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform on a potential requirement. 3. Do you have a General Services Administration (GSA) Schedule contract that encompasses work performed under one or more of the listed NAICS Codes? If so, provide the name of the contractor, the GSA Schedule Number and the current contract's period of performance. 4. Are you aware of clause FAR Part 52.219-14, Limitation of Subcontracting? (Note: On a small business set-aside, at least 50 percent of the cost of contract performance incurred for personnel would have to be incurred for employees of the small business prime contractor.) 5. Would you be best positioned to compete and perform as a prime or subcontractor in an effort utilizing the listed NAICS Codes? Would you bid on an effort if a Request for Proposal (RFP) was issued? RESPONSE TO THIS MARKET SURVEY: This is a Market Survey/Request for Information (RFI) being released solely for information, market research, and planning purposes. It does not constitute a RFP or a promise to issue an RFP in the future. This Market Survey/RFI does not commit DLA to contract for any supply or service. DLA is not seeking proposals at this time, and will not accept unsolicited proposals. Respondents are advised that DLA will not pay for any information or administrative cost incurred in response to this Market Survey/RFI. All costs associated with responding to this Market Survey/RFI will be solely the responding party's expense. Responses shall not include proprietary information. Any responses that are marked proprietary will not be considered. Please be advised that all submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
