Description
NASA/KSC intends to purchase the items from Acumen PM, LLC. Pursuant to FAR 13.106(b)(1)(i), for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons: The NASA KSC is currently using trial versions of Acumen for programmatic analytical assessments software (e.g., review schedule maturity, track project performance trending over time, evaluate cost and schedule risk exposure, conduct earned value metric analysis, manage large, complex, multi-project models, and run internal DCMA 14 Point Assessment pre-test). In order to continue work and prevent a lapse in services, it is essential to maintain compatibility with the software currently in use. This procurement is essential to continue programmatic analytical assessments currently in progress and avoid delays in fulfilling NASA KSC project requirements. The Government intends to acquire a commercial item using FAR Part 12 and 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 23, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
