- NOTICE OF INTENT - SOLAR PANELS, RAIN GAUGES, SENSORS This is a Notice of Intent from the United States Department of Agriculture, Natural Resources Conservation Service (NRCS), National Soil Survey Center (NSSC), located in Lincoln, Nebraska, intends to award a sole source fixed price Purchase Order to OnSet Computer Corporation, located at 470 MacArthur Blvd., Bourne, MA 02532. This award is being procured under Simplified Acquisition Procedures in accordance with Federal Acquisition Regulation (FAR), Part 6.302-1 (a) (B) (iii) (A), Only One Responsible Source and no other Supplies will Satisfy Agency Requirements. The National Soil Survey Center of the Natural Resources Conservation Service has the responsibility of acquiring Large Solar Panel Kits, Tripod Kits, Solar Radiation Shield, and Smart Temp Sensors. The NSSC and the Kellogg Soil Survey Laboratory (KSSL) in conjunction with the University of California and the California NRCS Staff are involved in a project that is part of the Californian Bay-Delta Soil Systems Studies that will help users to understand the hydrological processes of the California Bay-Delta watershed. Part of this process is the installation of Soil Climate Measuring Equipment. The current remote soil temperature/moisture study requires minimal environmental footprint yet needs to be rugged for minimal maintenance. The OnSet equipment meets our limited power requirements, maintenance and impact standards for these studies. The sensors and other equipment requested are compatible with the OnSet Data Logger System that is currently operating at several sites. The software to run the system is currently approved by our Agency and meets the CCE Requirements. To maintain consistency in these types of projects, it is in the best interest of the Government to purchase Onset equipment to ensure its compatibility with our current systems in place. A determination by the Government not to compete this proposed order is at the sole discretion of the Government. Oral communications are not acceptable in response to this notice. This is a notice and a solicitation will not be issued. NRCS will not respond to requests for solicitation copies and will not pay for information received in response to this announcement. This notice is not a request for proposals. No solicitation document is available.
